Time Solutions, LLC is seeking an IT Acquisition Consultant to provide strategic business advice and full life-cycle acquisition support to USAID M/CIO to ensure the agency efficiently achieves its mission objectives through the use of Information Technology. USAID relies heavily on the availability of Information Technology (IT) systems and infrastructure to serve nations around the globe. The Management Bureau, Office of the Chief Information Officer (M/CIO) delivers the necessary tools to enable individuals at headquarters and in the field to focus on completing the USAID mission. The M/CIO is responsible for providing IT systems and infrastructure to our Agency customers.

The IT Acquisition Consultant will assist in the planning, solicitation, negotiation, award, administration, and closeout of contracts and interagency agreements. This individual shall ensure that documentation is processed in a timely manner and is consistent with Federal and Agency acquisition and assistance rules, regulations, policies, and procedures (e.g., the Federal Acquisition Regulations (FAR), OMB Circulars, USAID Automated Directives System (ADS), the USAID Acquisition Regulations (AIDAR), Office of Acquisitions and Assistance Contract Information Bulletins (CIB), Office of Acquisition and Assistance Administrative Memoranda (OPAM), Office of Acquisition and Assistance Procurement Executive Bulletins (PEB), Acquisition and Assistance Policy Directives (AAPD).

Duties and Responsibilities:

  • Provide advice and recommendations regarding the acquisition strategy.

  • Administer policies and procedures to ensure achievement of federal socioeconomic goals such as those affecting small businesses, labor surplus areas, and disadvantaged business firms.

  • Prepare solicitations which include a technical description of the services, supplies, equipment, or material desired and the delivery timeframe and other terms and conditions.

  • Assist in the evaluation of contractor proposals, including the preparation of formal source selection plans and justifications for sole source contracting.

  • Conduct cost and price analysis of submitted proposals.

  • Prepare the government negotiation position.

  • Determine the financial and performance capability of the offerors/recipients.

  • Establish a competitive range for the purpose of conducting negotiations, if necessary.

  • Assist Contracting Officers in the negotiation of specific cost, fee or profit, and technical issues.

  • Assist the government in determining the proposal that is in the government's best interest from a cost and technical standpoint.

  • Prepare required pre-award materials for review and approval of the Contracting Officer.

  • Exercise award options and modifications to contracts and resolve problems.

  • Conduct post-award conferences.

  • Ensure timely submission of required deliverables.

  • Determine costs/prices allowed and approve or disapprove contractor's request for payments.

  • Review contractor's management system, compensation structure, insurance plans, and purchasing system; review proposed subcontracts and consent requests.

  • Perform cost or price analysis on proposals that involve contract changes, indirect rate agreements, and settlements.

  • Negotiate contract modifications, terms, and costs of changes.

  • Monitor contractor's financial condition, compliance with labor and industrial relations matters, use of government property, and small and minority business mandatory subcontracting programs.

  • Determine contractor compliance with Cost Accounting Standards and Disclosure Statements, if applicable.

  • Assist with contract terminations as needed, including preparation of cure or show cause notices to correct severe performance deficiencies.

  • Analyze claims and negotiate final settlements.

  • Prepare findings of fact and recommend decisions under the Disputes clause to the Contracting Officer.

  • Assist in the de-commitment and de-obligation of excess funds in awards and prepare them for close-out.

  • Close out awards, monitoring delivery of the contract end items and inclusion of final reports and clearances.

  • Automated Directives (ADS) Review: Assist with the review of applicable ADS Chapters and provide recommended revisions as necessary.

  • Other duties as assigned.

Minimum Qualifications:
(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor's degree in Business Administration, Finance, Accounting, or another relevant discipline and a minimum of 6 years of experience in acquisition management. Master's degree preferred.

  • Must have demonstrated experience with developing acquisition strategy for IT services, preferably a major IT investment.

  • Active Secret clearance required.

Knowledge, Skills and Abilities:

  • Excel skills must be intermediate or higher.

  • Ability to communicate complex principles and concepts in clear writing.

  • Knowledge of the Federal Acquisition Regulation (FAR) and OMB Circulars, including OMB Exhibit 300.

  • Ability to perform analysis and verification of solutions within the IT environment.

  • Executive and political savvy.

  • Ability to manage large projects.

  • Skilled at balanced score card implementation; ability to measure and work with metrics.

  • Ability to map analytics back to critical project success factors/SSO (Statement of Objectives).

  • Demonstrated strong interpersonal, collaboration, and organizational skills.

Functional Analysts work daily with PRM, Refugee Operations Management, and the Software Delivery Team as well as domestic and overseas stakeholders to support the overall mission of the United States Refugee Admissions Program (USRAP). Participating in a collaborative environment, a willingness to learn and an ability to adapt to change quickly are essential to the position. Functional Analysts are also expected to participate in the development of the Worldwide Refugee Admissions Processing System (WRAPS) to advocate for user functional needs as well as to increase their professional development. (WRAPS is a web-based case management system and reporting tool that assists in managing refugee processing activities.) Responsibilities: The Functional Analyst will perform the following tasks in support of Refugee Processing: * Analyze user needs to determine functional and cross-functional requirements. Perform functional allocation to identify required tasks and their interrelationships. Identify resources required for each. * Meets deadlines and ensures products match customer requirements * Participate in training activities both within and outside the Refugee Processing Center * Conduct CLASS Name checks; resolve hits; and determine clearances * Generate Security Advisory Opinions and determine clearances * Manage the allocation of case and alien numbers within WRAPS * Enter DHS denials into the CLASS system and track Fingerprint Clearances * Produce relevant reports and facilitate communication with stakeholders * Receive and process V-93 cases in conjunction with Embassies * Process Special Immigrant Visa (SIV), I-130 cases and sensitive cases that cannot be processed by an RSC * Work closely with International Organization for Migration (IOM) to arrange travel for cases not processed at RSCs; serve as an information resource on V-93 processing for Embassies * Work closely with Resettlement Support Centers, USCIS and other stakeholders to process family reunification cases such as Affidavit of Relationship and Central American Minors * Enter DNA results for applicable cases * Prepare for weekly allocations meetings and oversee communication with Resettlement Agencies * Process assurances, amended assurances, case transfers and waivers * Verify IOM ABNs and Departure Notices with case data and resolve discrepancies in order to confirm arrivals * Generate and process post arrival reports * Reconcile WRAPS refugee arrival information with RA records and provide reports to PRM and other stakeholders * Trouble-shoots system errors and works with the Help Desk and IT groups to resolve system problems * Reviews and provides various weekly reports to our domestic and overseas partners * Provides status updates regarding cases to partners as needed * Reviews and researches related Help Desk tickets and Software Change Requests (SWCRs) as designated by Processing Team managers * Participates in SOP and Processing Guide review on a quarterly basis to support releases and/or a quarterly basis for standard process support * Provides training, supervision, and direction to Functional Analyst I staff * Performs other duties as assigned Education * Bachelor's Degree in a related technical discipline, or the equivalent combination of education, professional training, or work experience.
