Under general direction, the Population Health Applications Analyst oversees most if not all of the various parts of the systems development cycle, including needs analysis, cost-benefit analysis, structured systems analysis and design, feasibility analysis, technology and software assessment, telecommunication needs analysis, project planning and management, system installation, implementation and testing, conversion to production status, technical and procedural documentation, user training, and post-implementation assessment, support and administration; may be the sole MIS resource for an organization with a moderately complex system.

The Mission of the San Francisco Department of Public Health (SFDPH) is to protect and promote the health of all San Franciscans. SFDPH strives to achieve its mission through the work of multiple divisions - the San Francisco Health Network, Population Health, Behavioral Health Services, and Administration. The San Francisco Health Network is the City's only complete system of care and has locations throughout the City, including Zuckerberg San Francisco General Hospital and Trauma Center, Laguna Honda Hospital and Rehabilitation Center, and over 15 primary care health centers. The Population Health Division (PHD) provides core public health services for the City and County of San Francisco: health protection, health promotion, disease and injury prevention, and disaster preparedness and response. Behavioral Health Services operates in conjunction with SFHN and provides a range of mental health and substance use treatment services.

Role description

Essential Duties

The Population Health Applications Analyst may perform the following essential Duties (please note that according to Civil Service Commission Rule 109, the duties specified below are representative of the range of duties assigned to this job code/class and are not intended to be an inclusive list.): Serve as IT/MIS application owner for Environmental Health Applications (primarily for the Environmental Health DB (EHD) and other Population Health Applications.

Duties in this role include working with a team of business analysts; maintenance and of the EHD application, coordination of planned downtime events, communication of unplanned downtime events, acting as a liaison between the business and vendor(s) as needed, and other responsibilities required to support the health of the applications.

  • Troubleshoot software problems through MS teams and other communication channels; implement solutions and workaround to problems.

  • Implement, maintain and update SQL Server and MS Access databases, tables and security access; create, document and compile documentation related to procedures.

  • Create and generate reports and statistics to meet user and program requirements; interface with other departments and users on regulations and reporting requests.

  • Consult on the analysis of an application; troubleshoot system problems; implement solutions and workarounds.

  • Conduct system analysis and may conduct programming activities for complex systems; document new and modified systems and programs; coordinate user training in new capabilities; may convert new programming from test to production.

  • Interface with users to determine system needs and requirements; instruct users on newly implemented systems; define system requirements; may design and code programs; review impact of system modifications on existing systems.

  • Prepare, or assist client in preparing, service requests to implement system changes; determine level of effort required, prioritize requests.

  • Coordinate with outside vendors and contractors to complete projects and service requests; define, assign and evaluate their work.

  • Provide application support for other applications that fall under the Population Health umbrella including applications used to support environmental health, pandemic response, case management, and communicable disease surveillance.

  • Performs other related duties and responsibilities as assigned.

How to qualify

Education:

An associate degree in business administration, public administration, information systems, economics, finance, computer science or a closely related field from an accredited college or university OR its equivalent in terms of total course credits/units [i.e., at least sixty (60) semester or ninety (90) quarter credits/units with a minimum of twenty (20) semester or thirty (30) quarter credits/units in one of the fields above or a closely-related field].

Experience:

One (1) year in the information systems field, including technical support, content management, administration of network applications or system analysis.

Substitution:

  • Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). One (1) year is equivalent to thirty (30) semester units / forty-five (45) quarter units with a minimum of 10 semester / 15 quarter units in one of the fields above or a closely related field.

  • Completion of the 1010 Information Systems Trainee Program may be substituted for the required degree.

Applicants must meet the minimum qualification requirement by the final filing date unless otherwise noted.

One-year fulltime employment is equivalent to 2,000 hours (2,000 hours of qualifying work experience is based on a 40-hour work week).

Supplemental Questionnaire (Weight: 100%)

Candidates who meet the minimum qualifications will be sent a Supplemental Questionnaire. The Supplemental Questionnaire is designed to measure the knowledge, skills and abilities required for this position.

Candidates must achieve a passing score on the Supplemental Questionnaire exam in order to continue in the selection process and will be placed on the confidential eligible list in rank order according to their final score. The certification rule for the eligible list resulting from this examination will be the Rule of 10.

The duration of the eligible list resulting from this examination process will be 6 months and may be extended with the approval of the Human Resources Director.
