IRS Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Selected applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.
Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement. Program requirements include but are not limited to: Successful completion of at least One year of continuous service; Completion of at least 40 hours of interactive training; Mentorship; Demonstration of successful job performance; and Meet the qualification position standards. Conversion to the competitive service is not guaranteed or implied.
If selected, you will be placed in a position as a Management & Program Analyst, GS-343-9, with promotion potential to the GS-12 in the Criminal Investigation Division.
The following are the duties of this position at the GS-12. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.
WHAT IS THE CRIMINAL INVESTIGATION DIVISION? Criminal Investigation is the investigative and law enforcement arm of the IRS. The American system of voluntary tax compliance relies heavily on self-assessments of what tax is owed. When individuals or corporations deliberately don't comply with the tax laws, Criminal Investigation responds with financial investigations and potential criminal prosecutions to promote compliance and confidence in the fairness of the tax system.
WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO? As a Management and Program Analyst you will serve as a staff analyst, evaluator, and advisor to management. In this position, you will be responsible for planning, analyzing, evaluating, and/or improving the effectiveness of administrative operations and/or operating programs.
As a Management & Program Analyst you will:
Develop and interpret guidance on program planning, execution, and evaluation.
Prepare directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines to introduce new initiatives.
Recommend effective operations consistent with policies and objectives.
Develop long-range program plans, goals, objectives, and milestones.
Identify ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives.
Research new or improved business and management practices for application to operating and administrative programs.

In the Recent Graduates Program you may qualify based on education, experience or a combination of both. You must meet the following requirements prior to appointment/enter on duty date.
You must first meet Recent Graduate eligibility. You must have, within the previous 2 years, completed all educational requirements for a qualifying Associates, Bachelors, Masters, Professional, Doctorate, vocational or technical degree or Certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. Education must be completed successfully to participate in the program.
GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Developing changes in methods and conducting studies of employee/organizational efficiency and productivity. Planning, coordinating and establishing operating methods and procedures for accomplishment of project mission. Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. OR You may substitute education for specialized experience as follows: Master's or equivalent graduate degree from an accredited college or university in a related field of study. OR Two full years of progressively higher level graduate education leading to a related field of study. OR LL.B. or J.D., if related
ALL GRADES: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions. In addition to the above you must have, within the previous 2 years, completed all educational requirements for a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. Veterans who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2 year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.
The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
