Responsibilities

IRS Recent Graduates Program affords developmental experiences in the Federal Government intended to promote possible careers in the civil service to individuals who have recently graduated from qualifying educational institutions or programs. Selected applicants are placed in a dynamic, developmental program with the potential to lead to a civil service career in the Federal Government.

Following the completion of program requirements, selectees may be considered for non-competitive conversion to a career-conditional or term appointment. All conversion requirements will be identified in the Participant Agreement.

Program requirements include but are not limited to: Successful completion of at least One year of continuous service; Completion of at least 40 hours of interactive training; Mentorship; Demonstration of successful job performance; and Meet the qualification position standards. Conversion to the competitive service is not guaranteed or implied.

If selected, you will be placed in a position as a Management & Program Analyst, GS-343-7/9 with promotion potential to the GS 12 in the Large Business and International Division (LB&I)

The following are the duties of this position at the GS-343- 12. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

WHAT IS THE LARGE BUSINESS AND INTERNATIONAL (LB&I) DIVISION OF THE INTERNAL REVENUE SERVICE? The Large Business and International (LB&I) business unit provides service and enforcement activities to support tax compliance of businesses and related entities with assets of $10 million or more, as well as small U.S. businesses engaged in international activities, U.S. citizens abroad, and foreign persons and businesses with a U.S. tax requirement.

As our name suggests, international tax administration is an important part of what we do in LB&I. As part of the LB&I team, you may be assigned to work in International, or with one of six industry segments: Communications Technology and Media, Financial Services, Global High Wealth, Heavy Manufacturing and Pharmaceuticals, Natural Resources and Construction, or Retailers, Food, Transportation and Healthcare. Regardless of where you serve, you will be supported by a variety of professionals (accountants, economists, engineers, computer audit specialists and subject matter experts) as you tackle the most complex foreign and domestic tax issues.

WHAT DOES A MANAGEMENT AND PROGRAM ANALYST DO? As a Management and Program Analyst you will serve as a staff analyst, evaluator, and advisor to management. In this position, you will be responsible for planning, analyzing, evaluating, and/or improving the effectiveness of administrative operations and/or operating programs.

As a Management & Program Analyst you will:

  • Develop and interpret guidance on program planning, execution, and evaluation.

  • Prepare directives, issuances, memoranda, policy statements, legislative proposals, and other written guidelines to introduce new initiatives.

  • Recommend effective operations consistent with policies and objectives.

  • Develop long-range program plans, goals, objectives, and milestones.

  • Identify ways to resolve or address issues which directly affect the accomplishment of principal program goals and objectives.

  • Research new or improved business and management practices for application to operating and administrative programs.

In the Recent Graduates Program you may qualify based on education, experience or a combination of both. You must meet the following requirements prior to appointment/enter on duty date.

You must first meet Recent Graduate eligibility. You must have, within the previous 2 years, completed all educational requirements for a qualifying Associates, Bachelors, Masters, Professional, Doctorate, vocational or technical degree or Certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application. Education must be completed successfully to participate in the program.

GS-07 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service.

Specialized experience for this position includes: Performing operational reviews, preparing program evaluations and providing guidelines pertaining the effectiveness of line program operations. Advising on program staffing and conducting studies of employee/organizational efficiency and productivity.

Recommending changes in procedures and techniques to improve baseline measures and organization's work methods. OR You may substitute education for specialized experience as follows: One year of graduate level education at an accredited college or university in a related field of study.

OR Superior Academic Achievement (SAA) may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last two years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last two years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service.

Specialized experience for this position includes: Preparing comprehensive program analyses and evaluations pertaining to the effectiveness of program operations. Developing changes in methods and conducting studies of employee/organizational efficiency and productivity.

Planning, coordinating and establishing operating methods and procedures for accomplishment of project mission. Providing guidance for various analytical studies to resolve substantive problems or improve effectiveness and efficiency of operating line or administrative support programs. OR You may substitute education for specialized experience as follows:

Master's or equivalent graduate degree from an accredited college or university in a related field of study.

OR Two full years of progressively higher level graduate education leading to a related field of study.

OR LL.B. or J.D., if related

ALL GRADES: You may qualify by a combination of experience and education.

The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

  • The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

If selected, you will be placed in a position as Revenue Officer, GS-1169, Career Ladder 5/7/9 with promotion potential to GS-11 in the Small Business/Self Employed Division. To successfully complete the Recent Graduates Program, you must complete 1 yearin the position, a minimum of at least 40 hours of interactive training, Mentorship, and demonstration of successful job performance. If for any reason you do not successfully complete the program you will be returned to the previous grade of the same or similar position you previously held within IRS prior to being selected for the Recent Graduates Program. Placement is neither guaranteed nor implied. During the first year, all applicants selected for these positions will receive approximately 3 weeks of orientation, 10 weeks of classroom training, and 40 weeks of on-the job training.
