Duties

The IRS Internal Recent Graduates Program affords a developmental opportunity to IRS employees, who have graduated within the previous 2 years from a qualifying educational institution or program. In addition, the IRS implemented the new IRS Recent Graduate Program that includes an additional year of formal development, training, networking, project teams, and may include rotational assignments.

Upon successful completion of the program requirements, you will be permanently placed at the grade level within the position's career path, not higher than the full-working level of the position selected, to which you meet qualifications and time-in-grade requirements. If for any reason do not successfully complete the program you will be returned to the previous grade of the same or similar position you previously held within IRS prior to being selected for the Recent Graduates Program. Program requirements include but are not limited to:

  • Successful completion of at least 1 to 2 years of continuous service depending on the position;

  • Completion of at least 40 hours of interactive training;

  • Mentorship;

  • Demonstration of successful job performance; and

  • Meet the qualification position standards.

If selected, you will be placed in a developmental position as a Economist-0110-GS-11 with promotion potential to GS-12 in one the division(s) listed below:

The following are the duties of this position at the full working level.

  • Assists in determining the objectives of research projects and the methodology to be used to obtain the objectives.

  • Develops specifications for all or a segment of the research study, presenting the data and analytical material in the form most suitable to the end users.

  • Performs research to locate new sources of data, analyses and interpret pertinent information, draws conclusions for use in research studies.

  • Plays an essential role in error resolution of more complex statistical studies. Resolves very complex problems or errors requiring professional attention.

  • Assumes responsibility for the effective use of resources within assigned subject matter projects. Monitors such use to advise superiors of necessary remedial action or changes.

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder

Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.- To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

In order to qualify, you must first meet IRS Recent Graduate Program eligibility:

You must have, within the previous 2 years, completed all educational requirements for a qualifying associate, bachelor, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application;

  • OR-

Veterans (as defined in 5 U.S.C. 2108) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2-year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

Secondly, you must meet any basic requirements of the position and the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Social Science.

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

PATHWAYS RECENT GRADUATE PROGRAM REQUIREMENTS:

The IRS Pathways Recent Graduates Program offers developmental opportunities in the Federal Government intended to promote possible careers in the civil service to individuals, who have recently graduated from qualifying educational institutions or programs within the previous two (2) years, or who intend to successfully complete their educational requirements within 9 months of their application date. If selected, you will be placed in a position as indicated in the vacancy announcement. In order to successfully complete the IRS Pathways Recent Graduates Program, you must complete a one (1) year training program, a minimum of at least 40 hours of interactive training, and demonstrate successful job performance. All conversion requirements will be identified in the Participant Agreement. Following the completion of program requirements, you may be considered for non-competitive conversion to a career-conditional or term appointment.

To be eligible for the IRS Pathways Recent Graduates Program, you must have, within the previous two (2) years, completed all educational requirements for qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or you are a veteran, who, due to a military service obligation was precluded from applying to the Recent Graduates Program during a portion of the two (2) year eligibility period; or expect to graduate within 9 months of the date of your application.

AND

BASIC REQUIREMENTS FOR GS-05 AND ABOVE: EDUCATION: A degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: Courses equivalent to a major in economics as shown above, plus appropriate experience or additional education. Examples of qualifying experience includes: Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions, and report preparation. Supervisory or project coordination assignments involving a staff of professional economists and requiring the evaluation and interpretation of economic information.

OR

Teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

EDUCATION/SPECIALIZED EXPERIENCE: GS-11: In addition to basic requirements, to be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service.

Specialized experience for this position includes: Experience with analytical methods and procedures to research the application and integration of Internet services, participate in conducting studies of Web site use, and implement or recommend changes; Experience with programs and processes sufficient to participate in consultation and coordination with appropriate experts in Web site development, and ensuring the site meets the information needs of customers; Experience using Web site development sufficient to discuss issues and problems and recommend resolution to problems and provide input for the coordination, evaluation, and analysis of usability data; experience identifying system complaints and problems in relation to Web design and coordinate with experts for resolution.

OR

EDUCATION: A Ph.D. or equivalent doctoral degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

Three (3) full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree in economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

An LL.M., if related.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to that described above.
