Duties

The IRS Internal Recent Graduates Program affords a developmental opportunity to IRS employees, who have graduated within the previous 2 years from a qualifying educational institution or program. In addition, the IRS implemented the new IRS Recent Graduate Program that includes an additional year of formal development, training, networking, project teams, and may include rotational assignments.

Upon successful completion of the program requirements, you will be permanently placed at the grade level within the position's career path, not higher than the full-working level of the position selected, to which you meet qualifications and time-in-grade requirements. If for any reason do not successfully complete the program you will be returned to the previous grade of the same or similar position you previously held within IRS prior to being selected for the Recent Graduates Program. Program requirements include but are not limited to:

  • Successful completion of at least 1 to 2 years of continuous service depending on the position;

  • Completion of at least 40 hours of interactive training;

  • Mentorship;

  • Demonstration of successful job performance; and

  • Meet the qualification position standards.

If selected, you will be placed in a developmental position as an Appraiser-1171-GS-09 with promotion potential to GS-11 in one the division(s) listed below:

The following are the duties of this position at the full working level.

  • Provides real estate appraisal services to the IRS, Field Specialists, LB&I. Prepares appraisal reports for fee involving a wide range of property types, such as, commercial, industrial, residential, recreational, governmental, and other special use properties.

  • Completes appraisals and valuations of various properties which are used for a variety of real estate activities. The process involves the use of the Market Comparison Approach, the Income Capitalization Approach and the Cost Approach to value.

    Appraisals are typically based on widely scattered, or, in some cases, conflicting market data, which requires careful evaluation to-relate property values to the site(s) being appraised. The incumbent identifies specific property location(s) and evaluates the location(s) of that property in relation to comparable. Determines and applies the highest and best use of the site(s) which may also have competing potential uses. Prepares a narrative appraisal report in accordance with laws and regulations governing the Internal Revenue Services, LB&I for all real estate appraisal reports and guidance in the Internal Revenue Code and IRM.

  • Prepares a variety of appraisals involving both urban and rural properties. Reports must be well-documented to support the conclusion of value.

    These various properties may have transitional highest and best uses, including converting from agricultural to light industrial or residential. Appraises properties varying in size from a portion of one acre to thousands of acres and from individual lots to hundreds of ownerships. Gathers and analyzes geographical, legal, social and economic data which influence real property values.

    Uses applicable data in evaluating market effects on value. Evaluates hazardous and toxic waste effects on value. Determines if state or federal rules of compensation are appropriate. Contacts representatives of governments, private corporations, appraisers and others to obtain information needed for adequate, accurate and complete documentation of valuation reports. 85%

This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses. For example, you may be hired as a GS-05, but if the position has career progression to GS-11, then you may move from a GS-05 to a GS-11 in as little as three years.

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework.

    Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Qualifications

Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.- To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

In order to qualify, you must first meet IRS Recent Graduate Program eligibility:

You must have, within the previous 2 years, completed all educational requirements for a qualifying associate, bachelor, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or intended graduation is no more than 9 months from date of application;

  • OR-

Veterans (as defined in 5 U.S.C. 2108) who, due to a military service obligation, were precluded from applying to a Recent Graduates Program during any portion of the 2-year eligibility period may have their eligibility period extended so that they receive the full 2 years of eligibility. The remaining 2-year eligibility period will begin upon his or her release or discharge from active duty. The veteran's eligibility period may not extend beyond 6 years from the date of completion of all requirements of an academic course of study.

Secondly, you must meet any basic requirements of the position and the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Business and Industry

BASIC REQUIREMENTS ALL GRADES:

The IRS Pathways Recent Graduates Program offers developmental opportunities in the Federal Government intended to promote possible careers in the civil service to individuals, who have recently graduated from qualifying educational institutions or programs within the previous two (2) years, or who intend to successfully complete their educational requirements within 9 months of their application date. If selected, you will be placed in a position as indicated in the vacancy announcement.

In order to successfully complete the IRS Pathways Recent Graduates Program, you must complete a one (1) year training program, a minimum of at least 40 hours of interactive training, and demonstrate successful job performance. All conversion requirements will be identified in the Participant Agreement. Following the completion of program requirements, you may be considered for non-competitive conversion to a career-conditional or term appointment.

To be eligible for the IRS Pathways Recent Graduates Program, you must have, within the previous two (2) years, completed all educational requirements for qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying institution; or you are a veteran, who, due to a military service obligation was precluded from applying to the Recent Graduates Program during a portion of the two (2) year eligibility period; or expect to graduate within 9 months of the date of your application.

AND

EDUCATION/SPECIALIZED EXPERIENCE GS-09: To be eligible for this position at this grade level, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes:

Demonstrated experience applying knowledge of basic appraisal principles, concepts, and methodology of administrative occupations to implement and perform non-complex appraisal assignments such as: one-to-four-unit residences and vacant rural land using the sales comparison approach as the primary method for which precedents have been established and valuation principles are clear and evident. Experience using standard real estate appraisal procedures and the ability to apply knowledge to determine the correct appraisal conclusions. Experience developing approaches to the problem with assistance of senior level appraisers and outlining a plan for gathering data required including the sources to be used.

OR

EDUCATION: Two (2) full academic years of progressively higher-level graduate education in any field of study from an accredited college or university.

OR

A master's or equivalent graduate degree in any field of study from an accredited college or university.

OR

LL.B. or J.D., if related.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of qualifying graduate education and experience equivalent to that described above.

Education

This position has an education requirement. You MUST submit dated documentation showing completion or intended completion of all educational requirements (e.g. letter from the registrar, unofficial transcripts). An official transcript will be required if you are selected.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements.

CERTIFICATE: A Certificate program is a post-secondary educational program, in a qualifying educational institution, equivalent to at least one full- time academic year of study, that is part of an accredited college-level, technical, trade, vocational or business school curriculum.
