DESCRIPTION
THE AGENCY
Treasurer-Tax Collector Department's mission is to provide County departments and all other depositing agencies with secured and convenient countywide central banking facility and countywide central banking facility and countywide treasurer administration services, including the investment of monies on deposit with Treasurer in the Treasurer's Investment Pool, provide real estate and personal property tax billing and collecting services, provide business licensing services in the unincorporated areas of the County, and provide in-house administration of the County's deferred compensation plan programs for eligible employees.
THE POSITION
Under general direction, assist in financial reporting, accounting analytics, statistical and narrative reports for the Treasurer-Tax Collector's Office and other county departments and agencies, as well as performing other related duties as required.
This single classification is located in the Treasurer-Tax Collector's Office and reports directly to the Chief Investment Officer, Treasurer's Department.� The incumbent may have a wide range of departmental responsibilities, including varied accounting functions, maintaining financial records for a departmental division, and reviewing vouchers, warrants, purchase orders, requisitions, and similar financial documents.��
This classification is distinguished from the next higher classification of Chief Investment Officer Treasurer's Department, in that the latter is responsible for managing the overall investment pool.

MINIMUM QUALIFICATIONS
EITHER I
Experience:�The equivalent of two (2) years of full-time experience in the classification of Accountant or in an equivalent or higher-level Accountant or Financial classification performing financial research and analysis and reporting in the Alameda County classified service.�
OR II
Education:��Possession of a bachelor's degree from an accredited college or university with major coursework in Business or Public Administration, Accounting, Economics, or a closely related field.�
AND
Experience:�The equivalent of one (1) year of full-time experience in the field of investments at a financial institution performing portfolio management, financial investments, and/or accounting duties.�
Substitution:��Additional experience, as outlined above, may be substituted for the education requirement on a year-for-year basis.�
NOTE:\tThe Civil Service Commission may modify the above Minimum Qualifications in the announcement of an examination.

KNOWLEDGE AND SKILLS
The most suitably qualified candidates will possess the following competencies:
Knowledge of:

Applicable laws, policies, and procedures related to the investments of the Treasurer's pool.

Principles of accounting and finance.�

Laws and regulations controlling County fiscal, accounting, collections, and recording operations.�

Principles of banking and cashiering operations.�

Methods of financial analysis.�

Computer systems used for accounting and investment management.

Automated remittance processing to handle the collection of large volumes and dollar amounts.

Spreadsheets, database management, and other computer applications.�
Ability to:�

Understand and apply the principles of investment, finance, and accounting.

Communicate effectively with co-workers, stakeholders, and vendors.

Ability to interpret complex rules and regulations.
�Prepare analytic reports and develop procedures for various business processes.�

Plan, manage, and perform complex accounting and administrative tasks.�

Manage multiple priorities and meet deadlines.

Use Excel, Word, Microsoft Outlook, and other relevant computer software.

EXAMINATION COMPONENTS

THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS:

A review of applicants' application to verify possession of minimum requirements.� Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process.

An oral examination which will be weighted as 100% of the candidates' final examination score.� The oral examination will be administered virtually and may contain situational exercises that may be administered virtually.
Candidates must attain a qualifying rating on each portion of this recruitment.��
