The Department of Corrections is seeking a highly motivated and qualified individuals for the position of Investigator 2 in the Investigations and Intelligence Unit at the Stafford Creek Corrections Center in Aberdeen, Washington.

Note: This recruitment may be used to fill current and future non-permanent and permanent vacancies, that may occur.

Stafford Creek Corrections Center is a 1,936-bed multi-custody facility located five miles west of Aberdeen, on the southern Washington Coast. There are seven living units for medium and minimum long-term custody Incarcerated Individuals and a restrictive housing unit for maximum-custody Incarcerated Individuals. SCCC was Washington State's first tobacco-free facility for both staff and Incarcerated Individuals.

The Department of Corrections (DOC), in collaboration with its criminal justice partners, contributes to staff and community safety and holds incarcerated individuals accountable in administering criminal sanctions and effective reentry programs.

This position works under the direction of the Chief Investigator and the Superintendent of the Stafford Creek Corrections Center contributing to the agency's mission, to improve facility and public safety by conducting impartial, confidential, high priority investigations throughout the Department. These investigations often involve allegations that are sensitive, complex, and at times controversial within a correctional setting with the potential of having political impacts, and/or media interest related to the Department of Corrections. This position may be asked to conduct special investigative activities pertinent to the institution and public safety. Functions as an impartial investigator independently conducting the most complex, high-profile, and difficult investigations relating to sensitive and, or controversial cases with a nexus to the department. In support of the agency's reduction in use of solitary confinement, this position has a primary focus for individuals placed in restrictive housing. This position assist with investigations related with individuals placed in restrictive housing to expedite investigations which may result in demotion, transfer, or return to population.

This position gathers facts and develops evidence with the objective of completing casework from the original claim, or allegation to preparation for presentation in court or for administrative hearings in a timely manner. This includes researching records and case files; conducting a thorough investigation; preserving documentary evidence; obtaining statements of fact, depositions, or confessions; obtaining and serving subpoenas to compel the attendance of witnesses or the production of records; conducting field surveillance; writing investigative reports, establishing proof of facts and evidence; reviewing case work with law enforcement agencies, private attorneys, Assistant Attorney General, or Prosecuting Attorneys; and testifying in court or other proceedings as necessary.

As the Investigator 2 some of your duties will include:

The Investigator 2 will independently initiate, conduct, and complete comprehensive investigations to include, but not limited to, alleged WAC violations / illegal acts under RCW, USC and any other claim under State jurisdiction that pose a threat to public, staff, and incarcerated population of the Department of Corrections safety, and refer the reports to appropriate authorities at the direction of the Chief Investigator. These duties enhance the agency's ability to resolve investigations and return individuals from restrictive housing back to population or transfer to a more suitable location at the conclusion of investigation and any subsequent hearing.

  • Gather, document, and retain evidence according to applicable laws, Department policies, and procedures in support of investigative activity which typically result in prosecutorial pursuit in Federal or Superior Courts or administrative discipline.

  • Write thorough investigative reports in a timely manner, establishing proof of facts and evidence sufficient to be used in a court or administrative hearings.

  • Conduct interviews, obtain statements of fact, and document in accordance with applicable laws, Department policies, and procedures for use in court or administrative hearings.

  • Review and present appropriate cases to Assistant Attorney General, prosecuting attorneys, and Federal/State/Local Law enforcement.

  • Testify in court or other proceedings as necessary.

  • Conduct and complete Administrative Segregation Investigations or request extensions within policy time frames (14 days) and document on appropriate forms and Offender Management Network Information (OMNI) screens.

  • Maintain training and certification on drug/ narcotic testing (DetectAchem, MMC, NARTECH, NIK, Target ID, ETC.).

  • Obtain, log, and test substances that have been submitted or collected as evidence.

  • Write detailed and concise reports (i.e. Infraction Reports, Incident Reports, IMRS's, Segregation Management reports.)

Operate and monitor the Securus, Kaseware, OMNI, and other DOC information sources in accordance with DOC Policy.

  • Review archived calls and perform live monitoring of incarcerated individual conversations to gather intelligence on known or suspected criminal/unauthorized activity of incarcerated individuals, visitors and/or associates.

  • Accurately document these conversations for use as evidence in administrative and/or criminal court proceedings while complying with applicable Federal/State laws and Department policy.

  • Monitor, analyze, and investigate suspicious JPAY (Securus) messages that could jeopardize the safety and security of facility operations.

  • Gather, compile, and analyze data related to the safety and security of the institution arising from the monitoring of JPAY, Securus Systems.

  • Monitor incoming and outgoing Incarcerated Individual US Mail per policy.

  • Maintain confidentiality and only disclose that information allowed in policy.

  • Review and monitor the facility surveillance systems as well as stand alone, covert surveillance systems for issues concerning the safety and security of facility operations.

Gather, develop, evaluate, document, and disseminate intelligence information pertaining to incarcerated individuals and Security Threat Groups that pose a threat to public, staff, and incarcerated individual safety.

  • Document and file intelligence information according to policy, including but not limited to Confidential Information Reports.

  • Appropriately distribute STG related information to those areas, departments and offices requiring STG information for operation, planning and administrative purposes.

  • Demonstrate professionalism and credibility with incarcerated individual population.

  • Assure confidentiality with the cultivation/collection of intelligence information according to laws and Department policies.

Support and contribute to incarcerated individual assessment, employment, and improvement programs that impact DOC's key goals.

  • Provide input on Multi-Disciplinary Teams (MDT) and Facility Risk Management Teams (FRMT) for incarcerated individual custody promotion per established policy and procedure.

Other duties as assigned.

  • Respond to statewide emergencies and provide investigative/intelligence support at the request of HQ Special Investigative Services with approval from Chief Investigator and Superintendent.

  • Attend meetings/briefings and Trainings including but not limited to:

  • Quarterly IIU Meetings

  • Mandatory Trainings

  • Yearly Trainings (LMS Online, In person Classroom, Defensive, Weapons Trainings)

What we need (required qualifications):

Two years of experience in Custody (Correctional Officer 2 or above), counseling, or case management in adult or juvenile corrections and six months of investigative experience.

  • OR -

Three (3) years of experience as an investigator with a criminal justice agency or criminal investigative agency of the armed forces.

  • Note: College-level course work with major emphasis in business administration, public administration, law, sociology, psychology, criminal justice, or directly allied field will substitute, on a year-for-year basis, for up to two of the three years of required experience.

  • Exercise objective and mature judgement in a wide variety of public contacts.

Special Requirements/Conditions of Employment:

  • Maintain regular and reliable attendance.

  • Complete a felony disclosure form prior to employment and submit to a criminal background check.

  • Successfully complete, within mandated timeframes, employee orientation and all other mandatory annual, in-service and other required training.

  • Provide physical residential address and home telephone number to the Department of Corrections.

  • Become familiar and comply with all Department policies and procedures and Collective Bargaining Agreements as applicable.

  • Submit to drug testing in accordance with Collective Bargaining Agreement and agency policy.

Telework Details

This position may be allocated for telework. Work may be performed from your home or another offsite location within the state of Washington using a reliable internet or cellular hotspot service at that time.  Employees are expected to perform assigned duties in a safe manner, to take proper care all state-issued equipment, and maintain confidentiality of all information in possession while working offsite.  Employees will be required to commute to a Department of Corrections facility or field office as business requires, to potentially include components of the onboarding process. Some offices will have a "drop in" area available, however, a dedicated workspace within a DOC facility will not be provided.
