The Department of Corrections (DOC) is seeking a highly motivated and qualified individual for a Permanent Full-Time Investigator 1- WCCW Intelligence & Investigations Unit located in Gig Harbor, WA.

AGENCY PROFILE:

The Department of Corrections, as a partner in the criminal justice system, enhances public safety, administers criminal sanctions and programs in accordance with the law, and provides leadership for the future of corrections in Washington State.  The Department consists of the Office of the Secretary, Prisons Division, Community Corrections Division, Administrative Services Division, and Health Services.  The Department employs over 7,600 staff and has a biennial budget of approximately $1.6 billion.

WASHINGTON CORRECTIONS CENTER FOR WOMEN is a 62.6-acre facility located approximately two miles from Gig Harbor.  The site includes living units, administration buildings, a health clinic, education buildings, a gymnasium, a chapel, industries buildings, food service buildings, and support facilities.

Whether the work is inside a prison, in community corrections, or in an administrative office, the Washington State Department of Corrections professional staff experience a high degree of personal satisfaction knowing they are creating environments in which all offenders can learn to make choices that contribute to a safer society.

At the direction of the Chief Investigator, higher-level Investigator, initiate and complete investigations of alleged WAC violations/illegal acts under RCW and refers reports to appropriate authorities at the direction and lead of Chief Investigator or higher-level investigator.

  • Gather all documentation and respond to public records requests.

  • Data entry for incident reviews and record compiling.

  • Managing UA testing results, entries into database, and supply order.

  • Downloading video for investigations and/or infractions.

  • Preservation of confidential informant reports.

  • Uploading documentation into Kaseware software program.

  • Participate in the collection, documentation and dissemination of intelligence information on Security Threat Groups, at the direction of the Chief Investigator and/or Statewide STG Program Manager.

  • Research records and case files; gathering and preserving documentary evidence.

  • Trained and certified in drug/narcotic testing (MMC, NIK, Mobile Detect, etc.).

  • Conduct drug testing on suspicious findings.

  • Attend meetings/briefings and trainings

  • Quarterly IIU meetings

  • Mandatory Trainings

  • Maintain confidentiality and only disclose information allowed in policy.

Operate and monitor the incarcerate telephone program (Securus), Jpay, OMNI, incarcerate mail, and other DOC information sources at the direction of lead Chief Investigator or higher-level Investigator.

  • Comply with all training requirements per policy.

  • Review achieved calls and perform live monitoring of incarcerate conversations to gather intelligence on known or suspected criminal activity of incarcerated, visitors, and/or associates using Securus system (Monitor, analyze, and preserve suspicious phone calls)

  • Monitor, analyze suspicious Jpay messages that could jeopardize the safety and security of facility operations.

  • Monitor incoming and outgoing incarcerate mail per policy.

  • Review and monitor the facility surveillance systems as well as stand alone, convert surveillance systems for issues concerning the safety and security of facility operations.

  • Maintain IIU Hotmail list and disseminate list appropriately under the direction of Chief Investigator or higher-level investigator.

  • Filing documentation and ordering of office supplies

  • Answering office telephone calls, respond to requests, and screen calls for investigators

  • Respond to incarcerate kites / kiosk messages pertaining to IPIN, general, or miscellaneous requests.

  • Scan documents as needed / requested.

  • Organize and maintain physical copies of all records.

  • Build and maintain databases using Microsoft Office products to ensure better organization, and to be able to present qualitive and quantitative data upon request.

Agency Assistance

  • Provide assistance and acts as a liaison to Law Enforcement, Prosecutors, and Attorney General's Office in gathering of evidence or information required for individual cases and assisting with incarcerate interviews for those agencies. Assists in service of subpoenas and other legal papers on an incarcerate and/or employee.

  • Provide investigative assistance to other DOC facilities, to include but not limited to MCCCW, as directed by the Chief Investigator and/or Superintendent.

  • May participate or support tactical, coverty and/or investigative operations involving prison (s), community corrections or law enforcement/criminal justice agency at the direction and approval of the Chief Investigator, Superintendent, and Headquarters per established guidelines.

  • Meet with senior staff to provide information on ongoing issues and to discuss facility or community safety concerns or suspicions.

  • Maintain good working relationships with all staff, Federal/State Law Enforcement agencies, and other Community partners.

At the direction of the Chief Investigator, or higher-level Investigator initiates and completes investigations of alleged WAC violations / illegal acts under RCW and refers the report to appropriate authorities at the direction and lead of Chief Investigator or higher-level Investigator.

  • Creates, compiles and writes documentation/case files relevant to intelligence on activity conducted by incarcerated, visitors, and associates. Incarcerate investigations will be the primary focus.

  • Write entry level investigative reports in a timely manner, establishing proof of facts and evidence sufficient to be used in Superior Court or for DOC Administrative Hearings.

  • Take part in interviews of suspects and witnesses with experienced / higher-level investigator, prepares and/or reviews statements of fact and/or confessions in accordance with applicable laws, DOC policies and procedures for use in Superior Court or in Administrative Hearings (including but not limited to: Jpay investigations, Securus investigations, contraband investigations, PREA investigations).

  • Gather, log, maintain / preserves evidence properly per policy as directed and under direct supervision of the Chief Investigator or higher-level investigator.

  • Write detailed and concise reports i.e. infraction reports, incident reports, IMRS's segregation management reports.

Required:

  • High School Diploma or GED

  • Skills in records preservations, data collection and/ or entry, communication and correspondence practices, research methods, maintain confidentiality, time management, typing, and organization skills.

  • Ability to read and understand policies and procedures, develop written reports under supervision, work effectively with others, communicate effectively both in writing and verbal, and disseminate information when directed.

Preferred:

  • Organizational skills, the ability to prioritize workload, and adapt to changes in workload demands.

  • Data entry and records compilation experience.

  • Time management.

  • Maintain high level of accuracy in work product.

  • Critical thinking skills; collect, analyze and evaluate information.

  • Experience in working in a confidential environment and/or setting and maintaining confidentiality.
