Job Description

The Investigative Analyst provides personnel security assistance and investigative support related to planning and conducting pre-employment inquires and issue resolution covering the character, practices, suitability or qualifications of persons seeking to work for or on behalf of the client. Contacting federal, state and local officials, and other organizations and individuals related to the subject investigation, to gather facts, obtain statements, learn sequences of events, obtain explanations and other advance investigative objectives. Conducts quality review of reports of investigation and personnel security case files. Hours of operation Monday through Friday from 6:30 AM until 7:00 PM EST, in Washington, D.C.


Provides personnel and administrative support of the overall operational objectives for the client, the individual's specific duties are as follows, but are not limited to:

  • Establishes, reviews and monitors background investigation accounts and information in the e-QIP system

  • Identifies issues requiring resolution and recommends methodology for rectification

  • Determines the appropriate level of background investigation to be conducted by OPM based on position designation via the OPM Automated Position Designation Tool

  • Validates need for investigation by conducting check of CVS

  • Establishes, reviews and monitors background investigation accounts and information in the e-QIP system

  • Initiates background investigations at the appropriate level in e-QIP

  • Tracks and monitors applicant progress in e-QIP and USAccess;

  • Conducts credit bureau checks

  • Identifies potentially disqualifying information from applicant data and outlines findings for adjudicators

  • Provides advice and assistance regarding personnel security processing

  • Creates and maintains security and/or suitability files for applicants or contractors

  • Reviews all required documentation to ensure they are complete and accurate

  • Conducts telephone and written inquires in accordance with the Privacy Act of 1974

  • Conducts subject contacts in accordance with the Privacy Act of 1974 and obtains written statements when required

  • Thoroughly documents all actions in written summaries for inclusion in case file

  • Creates and maintains tracking system for timely management and completion of assigned work

  • Completes investigative leads within established time frames

  • Conducts and documents monthly quality review of completed reports of investigation received from the investigative service provider

  • Conducts post investigation follow up necessary for issue resolution and adjudication

  • Provide exceptional customer service at all times and in all manner of communication with internal and external personnel

Minimum Experience & Education:

  • With a Bachelor's Degree, this position requires one year of personnel security investigative experience.

  • With no degree, this position requires two years of personnel security investigative experience or one year of investigative experience and one year of personnel security assistant experience.

Required Qualifications:

  • Must possess a favorably adjudicated background investigation completed within the last five years at the BI, Tier 4 level or SSBI, Tier 5 level; and be able to maintain the favorable result throughout employment on the contract.

  • Have successfully completed formal training in conducting background investigations in support of personnel security suitability decisions in compliance with National Training Standards established by OPM.

  • Be detail oriented and have excellent office and organizational skills.

  • Experience using Microsoft Office Programs and desktop publishing application software and hardware.

  • Demonstrated ability to effectively communicate both orally and in writing to elicit detailed information from a variety of sources necessary to evaluate an individual's conduct and character.

  • Good customer service skills and demonstrated ability to interact with a variety of people.

  • Practical knowledge of commonly applied personnel security principles, concepts, and methodologies in carrying out a variety of support assignments.

  • Ability and be willing to learn the basic functions and operations of all systems associated with personnel security processing.

  • Must be highly organized and have excellent oral and written communication skills.
