Duties
The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location.
*Selectees will be required to sign Mobility, Training, and Continued Service Agreements.
This is a developmental position leading to a GS-9, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
This position is located at the Clement J. Zablocki Medical Center in Milwaukee, WI in the Supply Chain Management Division. The TCF Program/Inventory Management Specialist training program is intended to develop professionally competent employees to administer supply and material management functions for Veterans Health Administration (VHA). This developmental program specifically designed to prepare prospective Inventory Management Specialists to get the experience they need under the supervision of a well-qualified preceptor. Upon completion of the program, trainees will be fully functional /Inventory Management Specialists who are trained, mobile, well rounded, and tested in the VA logistics community. The primary purpose of the position is to provide experience and both formal and on-the-job training in the following: Policies, directives, operations and practices in supply chain program management to include expendable materials and supplies, capital equipment/personal property (non-expendable equipment), acquisition & purchasing, and acquisition program support. It also supports oversight for internal control processes and systems, conducts oversight and compliance reviews of the aforementioned logistics operations, deploys and monitors performance measures, and interfaces with fiscal/budget personnel for all activities.
Major Duties:
Supports leadership in the following areas: Planning and reviewing of all network inventory processes, functions and related systems; conducting effectiveness/efficiency reviews; compiling and analyzing performance measures; and implementing process improvements based upon supply chain benchmarks and standardization initiatives from VHACO and the Network Office.
Evaluates requirements for assigned inventory items, capital asset planning, and performance management.
Familiarity with practices and procedures for procurement of services, equipment and material
Queries various databases to obtain adequate and pertinent data on which to base decisions on item descriptions and end item applications.
Becomes familiar with the program for return and reutilization of equipment.
Becomes familiar with procedures and practices used for disposal of surplus or excess property in accordance with specific agency directives and procedures.
Analyzes stock levels and usage history to determine calculation of funding levels and how this information is used to develop budget plans for assigned inventory.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/05/2024.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS07 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
