Summary

This position's primary responsibility is to provide administrative and analytical support to the Charlotte Fire Department Logistics division as the Inventory Data Analyst. The position is responsible for administrative oversight, coordination, and analytical reporting of departmental inventory, consumables, and dispensed property forecasting. This position will provide analytical support to other functional areas of the logistics division and assist with data entry, documentation of business processes, monthly forecasting, and procurement planning. The position requires the use of various software platforms (MUNIS, BarCloud, or similar Inventory Control System, Clarity, Tableau, and PeopleSoft) to provide frequent financial and inventory reports to assist decision-makers with inventory planning, budget justification, and forecasting. Responsibilities include reporting on current inventory levels and comparing against trend analysis for future needs.

Major Duties and Responsibilities

  • Prepare status reports related to inventory accuracy and dispensed inventory by date range and location, including inventory on hand and minimums.

  • Develops regular inventory reports detailing counts, discrepancies, and other statistical data.

  • Prepares budget reports from MUNIS, indicating open/closed purchase orders, available funds, and total funds expensed/encumbered.

  • Orders equipment, goods, and services as defined to support the needs of the logistics staff. Assists with requisition entry as needed.

  • Maintains purchase orders for discrepancy and aging, providing status reports as required.

  • Reviews accounts payable and coordinates timely payment and closes out open purchase orders.

  • Prepares reports on the fleet, including fuel reports, work orders, and fleet budget summaries.

  • Ensures that all inventory items are listed in BarCloud or similar Inventory Control System and modify unit prices as needed.

  • Establishes Inventory Audits and scorecards for internal Key Performance Indicators (KPIs)/Metrics.

  • Evaluates business processes, anticipating requirements, uncovering areas for improvement, and developing and implementing realistic solutions.

  • Ensures maintenance of written documentation of processes is completed and maintained.

  • Stays up to date on IT advancements to automate and modernize systems and processes.

  • Performs budget requirement analysis. Reviews and analyzes forecasted volumes and targeted inventories to develop inventory budget and spending plan.

  • Monitors inventory levels against projected needs and advises on actions to reduce inventory based on forecasting models.

  • Allocation of resources and adjusting line items as necessary to support purchasing needs.

  • Prioritizes initiatives based on business needs and requirements.

  • Assists warehouse and administrative units in researching inventory discrepancies and reconciling inventory monthly.

  • Supports the division by ensuring timely procurement processes and ensuring inventory accuracy of materials on hand.

  • Monitors and reviews vendor pricing for accuracy with contracts and purchase agreements.

  • Coordinates with accounting to ensure the accuracy of invoices.

  • Collaborates with the purchaser to identify and document standard and extended delivery times.

  • Performs physical receiving of defined materials/products to maintain the integrity of inventory control.

  • Partners with other staff to establish internal material strategies for stocking-level programs and vendor-managed inventories.

  • Research, collect, and interpret logistics data, evaluate efficiency, identify streamlined methods, and create process improvements.

  • Identifies problem areas and budget deviations within the department and supply network and develop recommendations to save time and money.

  • Implements and audits financial activities, PO Management, Compliance, and Open Order Reviews.

  • Identifies logistics bottlenecks and devises cost-effective solutions to improve efficiency.

  • Prepares and creates reporting on such things as operational and financial metrics.

  • Manages financial close, forecast, and budget process in a timely and accurate manner.

  • Performs ad hoc analysis, including cost studies, and provides recommendations to strategically enhance capital opportunities.

  • Takes on new tasks and assignments as they are deemed to be necessary to the functioning of the position.

  • Performs quarterly analysis as required, for example, quarterly billing summaries for outside memorandums of understanding (MOUs) and station analysis.

Knowledge, Skills & Abilities

  • Experience with and understanding of the public safety sector preferred.

  • Excellent communication and interpersonal skills.

  • Microsoft 365 proficiency with good presentation abilities.

  • Experience with MUNIS, PeopleSoft, Tableau, ESRI Survey 1-2-3, and BarCloud or similar Inventory Control System or similar ERP systems a plus.

  • Strong analytical and problem-solving skills, particularly the ability to effectively research, develop, and process quantitative and qualitative market and business data.

  • Ability to maintain a keen attention to detail, multi-task, and work well under pressure.

  • Familiarity with forecasting production and systems used.

  • In-depth understanding of organizational data flow and its use in management decision-making.

  • Advanced computer skills: experience in data entry within databases, spreadsheets, and can enter data in "real-time" quickly and accurately.

  • Experience with ERP software.

  • Database, Excel and Structured Query Language (SQL) experience.

  • Proven organizational skills.

  • Ability to recognize and establish priorities.

  • Strong ability and capacity to work on multiple tasks simultaneously in fast-paced stressful environment.

Positions in this class typically require grasping, talking, hearing, seeing, and repetitive motions.

Physical Requirements:

  • Essential and marginal functions may require maintaining physical conditions necessary for sitting, standing, climbing, or walking for extended periods of time.

  • Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks.

  • Adequate vision, hearing, and speech required.

Sensory Requirements:

Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, and tabulating data.

  • Ability to operate in an environment with frequent interruptions from people and/or noises, which in return could result in some level of stress, fatigue, or strain.

  • Comprehensive written information in work-related documents.

  • Ability to hear, understand, and distinguish speech.

Working Conditions:

Work is performed in an indoor and outdoor environment with moderate exposure to atmospheric conditions, moderate exposure to environmental conditions and frequent exposure to computer screens, files, and phone.

Preferred Qualification

  • Bachelor's degree in Business Analytics, Data Analytics, or Business Management and Analysis, or three (3) or more years of Business Analyst or Warehouse/Inventory Analyst experience.

  • Three (3) years of purchasing experience and/or related education.

Minimum Qualifications

High School Graduate or Equivalent and three years relevant work experience

OR

Associate's Degree and one year relevant work experience

OR

Bachelor's Level Degree

Salary

Salary offer will be commensurate with years of experience and education. Salary Range: $68,082 to $85,103.
