A Non-Merit vacancy exists in Family Services, Department of Health and Human Services.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

Examples of Duties

Under general supervision, work in the Family Services Division with Child Protective Services and In-home Family Preservation Services in the Department of Social Services to interpret between Spanish and English for Social Workers who work with children who may be victims of maltreatment, as well as potential suspects, family members and witnesses in the Child Advocacy Center (CAC) and Consolidated In-Home services in a variety of settings.

Examples of Essential Duties

  • Translates reports, texts, documents, in electronic and hardcopy formats that not only contain facts but also some abstract language showing an ability to capture intended implications and many nuances.

  • Translates necessary documentation for Spanish-Speaking clients including safety plans, service agreements and consents.

  • Performs accurate interpretation of conversations and interviews from Spanish to English, and from English to Spanish for a variety of units in Family Services including Family Team Decision Making meetings and interviews for the CAC Multi-Disciplinary team which includes medical, states attorneys, police detectives, mental health, victim advocate, and forensic interviewer social workers.

  • Attends multi-disciplinary team meetings in the CAC to provide cultural competency perspective on Spanish-Speaking cases and attends non-acute medical exams with children and families to interpret all Spanish language interactions during exams and explanation of results.

  • Attends home visits and community appointments with workers to interpret all Spanish language interactions.

  • Attends office meetings with workers to interpret all Spanish language interactions.

  • Prepares and presents cultural competency information to the Family Services Division staff in accordance with accreditation guidelines.

  • Ensures the security and confidentiality of all information.

Examples of Other Duties

  • Assists transcriptionist with translation of Spanish language interviews.

  • Attends all required agency or division training.

  • Performs other related duties as required.

Qualifications

Possession of five years professional experience in oral and written Spanish/English interpretation/translation.

(Education may be substituted on a year-for-year basis for up to four years for the required experience.)

Licenses or Certifications

Possession of a valid driver's license equivalent to a noncommercial, class C Maryland driver's license is required at the time of appointment.

Knowledge, Skills, and Abilities (Entry Level):

  • Knowledge of English and Spanish languages.

  • Knowledge and sensitivity to other cultures.

  • Knowledge of modern office practices and procedures for record keeping and electronic communication.

  • Skill in English written and oral communications.

  • Skill in Spanish written and oral communications.

  • Skill in the operation of office machines.

  • Skill in the use of word processing software to be able to produce written translations and products.

  • Ability to keep monthly statistics of language services rendered.

  • Ability to extract and summarize information and to prepare correspondence and reports.

  • Ability to prepare reports with high degree of accuracy and expression.

  • Ability to work independently, as well as in team, and with minimum supervision.

  • Ability to establish and maintain effective working relationships with co-workers and the public.

  • Ability to work closely, tactfully, and effectively with the public and maintain successful community relations.

Applicants are required to submit proof of licenses, certifications and education beyond high school to meet the required and preferred qualifications of the position. Diplomas or transcripts must show the applicant's major field of study. Copies and unofficial transcripts are acceptable.

Proof of Degree Equivalency

Conditions of Employment

Employees hired after July 1, 2022 are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

Physical and Environmental Conditions

The work of this classification is essentially sedentary with occasional walking, standing, and other limited physical activities. This position requires frequent travel throughout Baltimore County.
