We are currently seeking an International C4ISR/Electronic Warfare SME to join our supporting the Navy International Programs Office in Washington, D.C.

What you'll do:

Provide Navy International Programs Office expert-level Command and Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C41SR) and Electronic Warfare (EW) support by assessing strategic policy and guidance, identifying requirements for international capacity development opportunities, determining potential C41SR program solutions and providing recommendations to achieve linkage between requirement, solution and opportunity

Responsibilities:

• Analyze policy and guidance changes, interpret and assess impact to Navy C41SR programs and systems and provide recommendation to mitigate overall impact. Provide supporting briefings, background issue and white papers up to SES/Flag Officer level.

• Review and analyze International Capacity Development Plans (ICDP) and provide recommendations to improve the potential for successful international collaboration.

• Support Security Assistance (SA)/ Foreign Military Sales (FMS) Pre-LOR requirements in support of geographic Combatant Command (COCOM) regions as assigned.

• Review SYSCOM developed Program Objective Memoranda (POM) inputs to determine strategic linkage with policy and guidance. Assess proposed opportunity requirements and provide findings. Develop and provide alternative approach recommendations when required.

• Provide management, technical and administrative support in the development and promulgation of an EW Threat Library Update Program for use by U.S. Government with international aircraft and ship customers.

• Ability and willingness to travel domestically and internationally using a credit card or prepaid debit card as required by MBC and/or clients

• Attend meetings and provide client support onsite/in person when required

Qualifications:

• ACTIVE Secret Security Clearance REQUIRED

• Minimum 15 years' experience in C4ISR and EW.

• Strong Microsoft Office Suite skills.

• Bachelor's degree in related field.

• Strong reading, writing and communication skills.

• Experience in briefing Flag Officers and Senior Executives.

• Thorough Knowledge in EW theories and practices.

• Familiarization with C4ISR and EW equipment employed onboard DoD platforms with a focus on those offered via FMS.

• Understanding of DoD Hierarchy, with a focus on Secretary of Defense, Under Secretaries, Military Service Branches as well as USN specific chain of command.

• Familiarization with USG Intelligence community infrastructure and the roles and responsibilities of each of the various agencies as it relates to C4ISR/EW.

• Familiarization with Defense Acquisition Workforce Requirements and processes.

• Familiarization of agencies involved within Security Cooperation/Security Assistance.

• Ability to support CONUS and OCONUS travel (10-20%).
