Job Description:

Responsible for the development and oversight of the City's internal site including, but not limited to internal communications, department pages, interdepartmental processes, workflow improvements, and more. In coordination with the Deputy Director of Public Affairs, develops communications strategies, identifies organizational improvements through development and use of the site, and makes recommendations to best serve the City's organizational needs.

Essential Functions

  • Provides considerable professional, creative, and technical skills to administer the organization's internal website (SharePoint).

  • Serves as a primary contact to the departments and divisions within the City needing to publish information internally; develops ideas and suggests modifications to existing ideas. Assists in establishing the timeline, visual style, technical requirements, content, and basic structure of the messages.

  • Develops internal web-based source code/programming solutions from functional specifications/design documents.

  • Works closely with department users and senior management to understand business needs and operational challenges to develop and implement SharePoint based solutions to improve communication, workflows, and accountability.

  • Develops and recommends a work plan and vision for site development based upon organizational needs, priorities, and impacts.

  • Resolves programming problems and errors.

  • Determines file naming conventions, main links/directory names and labels clearly on site map. Approves, researches, updates, and ensures consistency of links on the internal web page according to established guidelines.

  • Trains department content managers in the use of hardware and software designed for Web applications (specifically SharePoint) and programming to enable them to implement SharePoint into their business operations.

  • Manages department use of application and provides user administration such as add/change/delete permissions assignment.

  • Works with Technology Services department to design and document basic site structure and work flows to ensure proper application development and necessary interfaces.

  • Compiles site usage reports and surveys as needed.

  • Ensures internal communications messages are consistent across all mediums and for different departments of the organization.

  • Serves as copywriter/editor for internal communication pieces.

  • Works collaboratively across all levels of the business to gather information, analyze it and create messages, articles, and stories to build culture, illuminate business wins, explain safety and compliance requirements, and clarify our values and priorities.

  • Watches and researches trends in municipal communications and software solutions for intranet sites.

  • Performs image alterations and corrections in photo imaging software. Understands procedures and troubleshooting techniques necessary for creation of high quality images.

  • Ensures that all projects are proofed for accuracy and quality.

  • Performs other duties as assigned

Minimum Qualifications

  • High School Diploma or GED equivalency plus specialized or technical training.

  • Three to five years working experience in Web development and SharePoint platforms.

  • Working knowledge of Internet programming languages.

  • Proficiency with the use of industry-standard software such as Microsoft Office 365, SharePoint, Sharepoint Designer 2103, and other programs.


  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Conditions of Employment

  • Must have a valid Class "C" Driver's License prior to employment (must obtain Texas Class "C" driver's license within 30 days of hire per state law)
  • Must pass a drug test, driver's license check, criminal history background check, and social security number verification check


  • A Bachelor's degree in business administration, communications, information technology, or related field.

  • Extensive experience in SharePoint, SharePoint Designer 2013, and Microsoft Office 365, including building custom SharePoint workflows

  • Operational analysis or business process mapping experience

  • Bilingual in Spanish and English

  • Past experience working for a municipality
