The Internal Services Department (ISD) provides a wide range of internal support services for the ongoing operation of County government. ISD supports governmental operations by providing a wide variety of essential services to County departments including: countywide procurement and vendor services, capital program management, construction and renovation management, facility management, surplus property disposition, fleet management, risk management, capital inventory administration, small business development, real estate development, Americans with Disabilities Act compliance, elevator regulation and elevator contract management, materials management, printing services, and parking services. ISD serves a wide range of internal and external customers and stakeholders including County departments and employees, municipalities, the business community, and Miami-Dade County residents and visitors.
This position will report to the Chief of the Program Management Office within the Facilities and Infrastructure Management Division (FIMD) in the Internal Services Department. This position will be directly responsible for the oversight of construction and renovation projects of diverse scope, duration, and budget, from the planning and initiation phase through execution, ensuring adherence to project budget and close out.
This position also involves assisting Program Management Managers with oversight of large-scale and more complex, multi-year capital projects. General responsibilities include planning, analyzing, tracking, monitoring, documentation, reporting, and coordination of work completed by technical professionals, outside contractors, consultants, and construction managers for the delivery of the projects. llustrative Tasks:
*Define detailed project scope, develop project estimate, and obtain all required approvals for the scope of work and cost.
*Create a project charter comprised of a project overview, documented needs and goals, potential project impacts and limitations, scope, estimated costs, selected project delivery method, and the project structure.
*Identify project milestones and initial proposed work and payment schedule; establish the project planning phase; identify project schedule from design through substantial completion.
*Review estimates and refine budget and scope to properly allocate and secure all necessary resources.
*Create a work breakdown structure that organizes the work into manageable sections and defines all project deliverables *Perform the execution phase; identify and address variances with project budget and schedules; review, audit, and negotiate change order requests.
*Provide reports on financials, progress, and milestones to stakeholders.
*Conduct periodic site visits to inspect the quality of work being performed and project progress.
*Execute project closeout; provides a record of successful completion and ensures that all project deliverables were met based on the project's plan.
*Review acceptance criteria and transfer the project manual with all tested systems and inspection reports.
