  • We support transparency, equity, and fairness in our compensation programs and provide a reasonable estimate of the salary range, based on data-driven market analysis, for each job posting. While it is not typical for an individual to be hired at or near the top of the range, a reasonable estimate of the salary range for this role in Washington, DC (Headquarters) is $128,100 - $186,700. Team members may also be eligible for performance-based discretionary awards.

  • Staff will be assigned to the Washington, DC (Headquarters) office. Staff can choose to live and work from anywhere within the United States but will be required to commute to their assigned office or location for occasional intentional gatherings or meetings at the frequency required by their supervisor. Travel to an assigned office or location for commuting purposes will not be considered reimbursable business travel, unless otherwise required by state law. Business travel is reimbursable in an amount not exceeding the cost to travel from the assigned office or location, unless otherwise required by state law.

Role Summary

The Office of Finance at the PCAOB has a full-time, regular position for an Internal Controls and Information Systems Senior Manager.

This position will contribute to monitoring and maintaining a strong internal control environment and strive toward continuous improvement. This is a team-oriented role responsible for collaborating on auditing IT general controls and application and process controls by assisting the Office of Finance through transition of various projects with IT components to support our digital transformation.

This position will report to the Deputy Director, Financial Operations. The role will collaborate with the Office of Data, Security, and Technology (ODST) and other financial operations staff within the Office of Finance.

Responsibilities

  • Provide proactive leadership and expertise to identify opportunities for improvements to control environment, processes, and policies in support of the PCAOB's mission.

  • Contribute to a strong control environment and promote culture of continuous improvement.

  • Leverage expert IT audit knowledge to assess relevance of gaps in current processes/controls and potential exposures/impact to the organization overall.

  • Serve as an IT related process and control technical advisor to Finance.

  • Serve as a liaison between Finance and ODST and assist Finance with data governance efforts and implementation of technology offerings, as needed.

  • Provide leadership and technical expertise to Finance with the evaluation of the design of internal control activities, optimizing and updating key controls, and ensuring control documentation reflects a high level of quality.

  • Assist ODST and Finance management with continued assessments of IT related risks and controls.

  • Oversee the walkthrough activities of significant processes and key IT controls to identify and evaluate the adequacy and/or efficiency of ICFR controls and process documentation.

  • Collaborate with the Division of Registration and Inspections to support the inter-division ICFR assessment efforts including ICFR testing procedures.

  • Collaborate with and provide technical expertise to ODST on engaging with external auditors related to IT control matters.

  • Share expertise and relevant experience with ODST and Finance management in evaluating IT related control deficiencies, developing remedial actions, and resolving exceptions.

  • Review Service Organization Control (SOC) reports and assist Finance and ODST management with evaluation of SOC findings and complementary user entity control considerations.

  • Provide expertise to assist Finance with identifying, maintaining, and testing critical key reports/end user computing schedules.

  • Draft high quality concise and accurate project summaries or communication materials including formal memos.

  • Special projects and other duties as required.

Qualifications

Education/Technical Expertise

  • Bachelor's degree in a technology related field and/or accounting.

  • Current IS audit certification (CISA, CISSP, or CITP) required.

  • 7+ years of progressively responsible, recent experience in external audit or IT audit in the areas of IT general controls and application and process controls within professional services.

  • Must have experience with assessment and testing of IT general controls and IT control testing of applications, databases, and end user computing schedules.

  • Strong knowledge of PCAOB standards.

  • Strong process and system orientation with demonstrated experience creating improvements.

  • A successful track record developing strong relationships across a broad range of leadership functions

  • Effective decision-making skills; can choose a prompt course of action with options involving uncertainty. and ability to influence senior leadership on developing solutions.

  • Ability to quickly grasp issues and formulate approaches to problem resolution.

  • Must be a results-driven professional.

  • A self-starter able to administer a number of open, ongoing assignments at any one time, where some assignments are routinely unstructured, requiring autonomy and independent judgment.

  • Ability to clearly articulate a position with sound logic, supporting empirical evidence, and impartiality.

Preferred Qualifications

  • 10+ years of experience in IT general controls and application controls with significant experience with internal control assessment and process improvement.

  • Big 4 and public accounting firm experience.

  • Knowledge of Workday and ServiceNow.
