Main Purpose of Job

This position functions as the Central Collection Unit's (CCU) Internal Auditor performing various reviews of professional audits and accounting work. This includes auditing the service provided by its contractual outside Collection Agency.

This position reviews activities of CCU as per the recommendations of the Director of CCU and Legislative Auditors. Monitor's the reporting of payments under the Tax Refund Intercept Program (TRIP) in order to report the payments of the CCU debts, and to report payments for various state agencies, MAIF, DLLR and OPD by reviewing the reposts on Excel for the TRIP payments to present to the Director and Assistant Director of CCU, and the Accounting Director. This is a special appointment position which serves at the pleasure of the appointing authority.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree in accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

Experience: Four years of experience conducting financial and operational internal audits that include elements for finance and compliance, economy and efficiency, and program results.

Notes:
1.Applicants who have met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.
2.Possession of a certificate as a Certified Public Accountant or Certified Internal Auditor or a master's degree in accounting from an accredited college or university may be substituted for one year of the required experience.
3.Applicants may substitute one year of professional accounting experience for one year of auditing experience.
4.Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Internal Review classifications or Auditing specialty codes in the Financial or Auditing fields of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Three (3) years of experience auditing government or legislative programs (federal, state, or local).

Certification of one or more of the following: Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or Certified Information Systems Auditor (CISA).

VIEW JOBS 3/18/2019 12:00:00 AM 2019-06-16T00:00 Class Description THIS IS A NON-CIVIL SERVICE POSITION The Baltimore City Office of the Comptroller is seeking a City Auditor Plans and directs the operations of the Department of Audits. Plans, organizes and coordinates the work of the Department, assuring the timely and efficient completion of audit assignments, resulting in the issuance of various independent audit reports (financial and compliance, performance, evaluation of internal controls and policies and procedures, special reports and fraud allegations, requests from City Elected Officials, the Board of Estimates, and Department Heads). Monitors the progress of on-going projects and reports status to the Comptroller. Directs the activities of auditors in unusually difficult and complex audits Develops, updates, and implements audit policies and procedures, including quality assurance policies and procedures. Responsible for planning, preparing and monitoring the Department's budget. Writes, reviews and edits draft audit reports submitted by the Division Supervisors in accordance with applicable professional standards; resolves and oversees the audit report revision process. Directs the activities of auditors and reviews/approves the documentation to support audit reports and other reports, ensuring that conclusions are appropriate and properly documented. Reviews and evaluates work papers for accuracy and validity and to determine whether such work was conducted in accordance with applicable professional standards, as well as the Department's Audit Manual. Determines whether sufficient, competent, audit documentation was obtained to provide a reasonable basis for independent audit opinion (relied upon by federal, state, city officials, FBI, State Prosecutors, State's Attorney's Office, citizens of Baltimore, etc.) For several financial audits, reviews the final audit report, including financial statements, notes, required disclosures, as well as any portions prepared by the audited agency (management discussion, statistical sections, etc.) to ensure that all information is properly presented in accordance with professional standards and reporting guidelines in order to obtain a Certification for Excellence in Financial Reporting issued by the Government Financial Officers Association. Researches continually changing professional audit and accounting standards - AICPA Professional Accounting and Auditing Standards, Government Accounting Standards (GASB), Government Auditing Standards (GAO Yellow Book Standards), OMB and Single Audit Requirements (for Federal Assistance Programs). Determines the effects on our audit assignments, disseminates appropriate information updates to the staff, participates in revising applicable sections of the audit manual to incorporate changing standards when necessary, and provides appropriate guidance, training and instructions to staff. Studies and analyzes legislation to determine the effect on City finances and accounting and auditing procedures and the need for establishing or revising procedures. Provides guidance and direction to City agencies and their accounting staff to ensure that the financial statements and all disclosures are presented in accordance with professional standards, especially for new or changed professional standards. Performs related work as required. QUALIFICATIONS The Baltimore City Ordinance 18-111, Section 1 (B) requires that all agency heads and any AT-Will supervisory employees who report directly to the Head of an Agency must be a resident and registered voter of the City of Baltimore throughout their term of office. Section (B) (1) allows candidates(s) prior to appointment, the opportunity to sign a Declaration of Intent to become a city resident and registered voter within six (6) months of the effective date of their appointment. A bachelor's degree in accounting from an accredited college or university and requirements of the Maryland Public Accountancy Board for CPA license and five years of experience in performing auditing work including two years of directing an auditing operation, disciplining, evaluating the performance of and recommending the hiring, firing and promotion of auditors. COMPENSATION Salary -- $122,039 – $201,317 LICENSES, REGISTRATIONS AND CERTIFICATES Current certification as a Maryland Certified Public Accountant. 80 hours of Continuing Professional Education (CPE) completed every two years as prescribed by Government Auditing Standards. At least 24 of the 80 CPE hours must be directly related to government auditing.
