The Position

Internal Auditor

The City of Ontario's department of Innovation, Performance Management and Audit (IPA) has an exciting opportunity for an Internal Auditor who is passionate about serving the community and seeking a position that challenges their critical thinking skills within a fast-paced environment. Under the direction of the Deputy Director, the Internal Auditor conducts operational, performance and compliance audits of both inter and intradepartmental operations and systems to determine effective and efficient management practices and ensure compliance with applicable regulation. In addition, this position ascertains the reliability and quality of accounting and other data developed within the City's established reporting systems.

  • Knowledge of auditing standards and various auditing types such as operational, performance, and agile auditing.

Examples of Essential Functions

The essential functions typically performed by the Internal Auditorinclude the following:

  • Conducts internal audits and prepares written reports of audit findings.

  • Conducts audits of systems and procedures to ensure compliance with sound management practices.

  • Conducts audits to determine adequacy of City controls.

  • Identifies weaknesses in internal controls that subject the City to a risk of loss of assets.

  • Ascertains the reliability and quality of accounting and other data developed with the established reporting systems used by City departments.

  • Assists department management with development and implementation of internal control procedures, as well as completion of various documents and procedures.

  • May conduct several types of audits including but not limited to: operational audits, financial audits, information system audits, compliance audits, feasibility studies, and other special audits as directed.

  • Prepares reports and maintains appropriate records.

  • May oversee the work of technical, clerical, temporary, or other staff as assigned.

  • Works with staff from various City agencies and departments to collaboratively find solutions to issues identified in internal audits.

  • Briefs Executive Staff on audit results.

  • Identifies performance improvement measure to enhance the delivery of City government services to the public.

Qualification Guidelines

Education

Bachelor's Degree from an accredited college or university in Public Administration, Economics, Accounting, Organizational Management, or a closely related field.

Experience

Three years' experience in internal auditing.

License

Valid California Class C driver's license and an acceptable driving record at the time of appointment and throughout employment.

Desirable

Master's degree from an accredited university in Business or Public Administration, Accounting, or a closely related field; Certification as an Internal Auditor, Certified Fraud Examiner, and/or Certified Fraud Specialist; Experience with continuous auditing; information technology and security audits; and/or performing data mining and analysis with data analytic tools; Five years' experience in internal auditing.
