Duties Description The New York Department of State is seeking candidates for multiple Internal Auditor 1, SG-18, positions in the Office of Internal Audit. The Department of State's core mission is to provide a better quality of life and expand opportunities for all New Yorkers. Internal Audit provides objective, reasonable assurance and advice to help protect the Department's resources and reputation and enhance how the Department provides its vast array of services.

Internal Audit is responsible for both internal and external audit functions. The Internal Auditor 1, SG- 18, will be assigned to the Office of Internal Audit and report to the Internal Auditor 2, SG-23. The Internal Auditor 1 duties in the Division of Internal Audit will include but are not limited to the following:

  • Conduct internal audits of Department program areas and functions.
  • Participate in planning the audit, assessing risk and developing audit steps in the audit program.
  • Conduct audit field work and audit tests in accordance with the audit program, including, interviewing auditee staff, observing activities/processes, examining documents, and analyzing data.
  • Maintain current knowledge of all state and federal laws and regulations regarding the operation of the area under audit.
  • Effectively use technology to complete audit work.
  • Prepare written working papers to reflect the audit work performed and effectively support conclusions.
  • Participate in preparing and communicating findings, reports, and recommendations both verbally and in writing (e.g., summary of findings, audit reports).
  • Comply with internal auditing standards and applicable policies and procedures.
  • Demonstrate a strong work ethic and positive attitude.
  • Take ownership of work and continuously move tasks forward.
  • Use critical thinking to analyze, interpret, and evaluate information from various sources and make informed decisions.
  • Effectively manage multiple priorities, audits, and tasks.
  • Perform other duties, as assigned.
  • Required travel is approximately 10%. May include day trips or occasional overnights depending on the area being reviewed.

Minimum Qualifications NY HELPS:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Competitive Minimum Qualifications

70.1 TRANSFER QUALIFICATIONS:

One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 12 or higher eligible for transfer and determined to be similar by Civil Service.

52.6 TRANSFER QUALIFICATIONS:

One year of permanent, contingent permanent, or 55 B/C service allocated to a Grade 12 or higher eligible for transfer and determined to be administrative by Civil Service.

For transfers, a list of approved titles is available through Civil Service GOT-IT at: https://careermobilityoffice.cs.ny.gov/cmo/gotit/. The GOT-IT site will inform you if your title requires special qualifications for 52.6 or 70.1 transfer as detailed above.

55 B/C QUALIFICATIONS:

Individuals certified eligible for the 55 B/C program under the Governor's Program to Hire Persons/Veterans with Disabilities pursuant to Section 55 B/C of the Civil Service Law will also be considered. To be considered, you must provide a copy of your letter of eligibility with your response.

Preferred Qualifications

  • A bachelor's degree in accounting, auditing, criminal justice, forensics, or law enforcement.
  • Currently in an auditing position or have prior experience in an auditing title, position (internal auditor, public sector auditing, financial statement auditing, etc.) in the public or private sector.
  • Candidate should demonstrate experience applying critical thinking skills including analyzing, interpreting, and evaluating information from various sources to make informed decisions.
