Duties Description Serve as a collaborative member of the Strategic Planning and Performance Management Team.

Maintain knowledge of DEC's organization and Strategic Framework and apply that knowledge to work functions.

Maintain knowledge of State Internal Control statutory requirements and standards and DEC Internal Control System policy and apply that knowledge to work.

Review DEC Internal Control Review (ICR) submittals for completeness and substance.

Enter ICR information into database and assist with database maintenance and improvements.

Evaluate routine DEC Internal Control operations for compliance with established requirements and standards. Assist in identifying shortfalls and making improvement recommendations.

Communicate clearly and effectively with DEC program staff on Internal Control practices and improvements needed.

Understand and apply efficient and proper writing skills and DEC writing style characteristics to the preparation of a range of documents.

Assist with preparation of agencywide and program-specific reports, graphics, tables, and educational and website materials (among other documents) on internal control matters.

Assist with assessing DEC Internal Control System efficiencies and identifying and implementing process improvements.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).

For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.

At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Qualifications for NYHELPS or 55b/c* appointment are :

TRAINEE 1: A bachelor's degree in accounting, actuarial science, auditing, banking, business administration, business management, community health, computer information systems, computer science, criminal justice, criminal science, criminology, cybersecurity, digital forensics, economics, finance, financial market regulations, forensics, government, homeland security, information science, information security, information technology, internal auditing, justice studies, law enforcement, management information systems, management information technology, mathematics, operations research, political science, public administration, public affairs, public health, public justice, public policy, public policy and management, quantitative analysis, research methods, statistics, or taxation.

TRAINEE 2: A bachelors as noted above and one year of professional qualifying experience in conducting internal audits; financial statement audits; compliance reviews; or program research, review, and appraisal.

Internal Auditor 1 : A bachelor's as noted above and two years of qualifying professional experience in conducting internal audits; financial statement audits; compliance reviews; or program research, review, and appraisal..

NOTE: a Juris Doctor, Master's, or higher degree in a related field can substitute for one year of professional experience.

  • If applying under the 55b/c, candidates must include with their resume or application, a copy of the letter from Civil Service which indicates approval for the 55b/c program.

Candidates may also be eligible via the following:

Reassignment- Currently in the title and an employee of DEC or Reinstatement Eligible- Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis.

Or

Transfer Eligible- Eligible for transfer under Section 70.1 to Internal Auditor 1 with One year of permanent competitive or 55b/c service an Auditor 1, Senior Accountant or State Program Examiner 1.

Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position.

Telecommuting may be available, will be discussed at interview.

For new State employees appointed to graded positions, the annual salary is the hiring rate (beginning of the Salary Range) of the position. Promotion salaries are calculated by the NYS Office of the State Comptroller in accordance with NYS Civil Service Law, OSC Payroll rules and regulations and negotiated union contracts.
