Glendale Community College seeks a leader who is dedicated to all aspects of student success and closing equity gaps, to apply for its Interim Program Director of Hispanic-Serving Institution (HSI) Initiatives. GCC seeks a true collaborator who will prioritize our students in decision-making and setting strategy for the College's HSI related programs and initiatives. Definition

Under executive direction, plans, organizes, directs, supervises, and administers the implementation of multiple projects funded by one or more large and complex grants, ensuring that grant activities align with and advance the primary objectives of applicable legislation; collaborates with other College and community entities to advance shared goals and oversee the implementation of grant-funded projects involving internal and external stakeholders and partner institutions; ensures timely and successful completion of grant-funded projects; develops, prepares, and administers grant budgets; evaluates and approves or rejects ad hoc project proposals for grant assistance; assesses the effectiveness of grant projects and initiatives; and performs other related duties as assigned.

Supervision

Works under the direct supervision of the Vice President, Instructional Services.

Supervises lower-level managers, classified, temporary, and/or student employees, and may provide work direction to faculty on specific projects.

Examples of Duties

ESSENTIAL DUTIES AND RESPONSIBILITIES:

The following duties and responsibilities are typical of those performed by employees in this classification but are not restrictive.

  • Plans, organizes, directs, supervises, and coordinates the implementation of multiple projects under one or more large and complex grants, ensuring that grant activities align with and advance the primary objectives of applicable legislation.

  • Collaborates with other College and community entities to advance shared goals as outlined under the grant, develops project schedules, implementation, and staffing plans; recruits and solicits faculty and staff for grant projects.

  • Ensures timely and successful completion of grant-funded projects; regularly communicates with and monitors the work of staff being funded by the grant; provides feedback and guidance to staff regarding grant projects and initiatives; determines and directs strategic adjustments to grant activities

  • Evaluates and approves or rejects ad hoc project proposals for grant assistance; determines funding levels and budget allocations for proposed initiatives and projects.

  • Completes and submits required periodic performance reports to the funding agency; responds to all queries and requests from grant officers, auditors, and district administrators.

  • Develops tools and methods for assessing the effectiveness of grant projects and initiatives; evaluates progress and makes recommendations on the continuation of ongoing projects and/or the implementation of new projects; assesses success and learning outcomes; responds to counsel from outside evaluators and consultants and develops and implements strategies for improvement based on assessment results.

  • Promotes cross-disciplinary information sharing and collaboration among the various grant projects; facilitates the institutionalization of successful grant innovations.

  • Seeks out and applies for additional grants to enhance GCC's capability to fulfill its mission.

  • Develops and directs promotional activities to inform students, teachers, counselors, and the public about grant activities; oversee website development to ensure that grant information is available and easily accessible; coordinates special activities and events to encourage student participation and engagement in grant projects.

  • Develops, implements, establishes, and maintains policies, processes, and procedures for applicable department; monitors and evaluates operational, department, and service quality; may recommend, develop, and implement quality improvement assessment tools and/or methods with administration and/or regulatory agencies.

  • Develops and implements short- and long-term strategies and plans, including the program review process.

  • Recommends, monitors, and/or administers budgets for assigned areas; oversees and administers budget allocations and procurements for all assigned funds as appropriate; analyzes and reviews budgetary and financial data.

  • Handles and resolves conflicts and issues and reports complaints as appropriate.

  • Promotes diversity, equity, inclusion, cultural competency, and a positive work and academic environment.

  • Coordinates and supervises the implementation and modification of technology.

  • Supervises department employees; assigns and monitors employee's work and evaluates employee performance; trains employees; participates in employee selection.

  • Monitors and reviews programs and/or operations for legal compliance.

  • Analyzes and interprets data; prepares, reviews, and/or approves documents and reports.

  • May direct and/or conduct surveys and special studies; may maintain statistics.

  • May participate and/or chair committees and task forces.

  • Performs other related duties as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

The education, training and experience qualifications are considered likely to provide the required knowledge and abilities to perform the above essential duties.

Education and Experience

Master's degree from an accredited college or university.

Five (5) years of program experience, including two (2) years managing and/or administering state or federal grants in a college or university setting.

Licenses/Certifications/Other Requirements:

  • The incumbent may periodically be required to travel to various locations. If the operation of a vehicle is required, the incumbent must have the ability to obtain and maintain a valid California driver license.

Ability to

  • Plan, direct, administer, and evaluate the operations, activities, and equipment of the

Title V programs department.

  • Oversee the development of policies and procedures in applicable area(s).

  • Develop and implement goals with identifiable outcomes and assist with development of strategic plans, as needed.

  • Identify, recommend, and acquire funding sources.

  • Identify and implement appropriate technology and resources.

  • Research, develop, apply, explain, and/or ensure the compliance of applicable laws, regulations, policies and/or procedures.

  • Identify needs, analyze problems, and provide recommendations and/or alternative solutions.

  • Manage and prioritize work, projects and/or programs within established deadlines

  • Prepare, manage, monitor, oversee, and/or administer budgets.

  • Supervise, train, and evaluate the work of assigned employees.

  • Stay abreast of information, trends, and theories applicable to areas of assignment.

  • Analyze data and compile and present narrative and statistical reports.

  • Prepare and review reports, correspondence, and other documents using multiple business formats.

  • Manage the maintenance of records.

  • Prepare and deliver presentations.

  • Utilize standard office software and equipment.

  • Maintain confidentiality of sensitive and/or protected information.

  • Provide customer service with a high level of sensitivity, tact and patience.

  • Communicate effectively, both orally and in writing.

  • Establish and maintain cooperative and effective working relationships with all employees and others encountered in the course of work.

  • Demonstrate a sensitivity to, and understanding of, the diverse academic, socioeconomic, cultural, disability, gender identity, sexual orientation, and ethnic backgrounds of community college students.

PHYSICAL AND MENTAL STANDARDS:

The following physical and mental standards are identified as necessary to perform the essential duties and responsibilities. However, reasonable accommodation may be made to enable individuals with disabilities to perform the essential functions of the position.

  • Mobility: frequent walking and sitting for long periods; occasional kneeling, crouching, pushing, pulling, and standing; frequent reaching above and below desk level.

ENVIRONMENTALCONDITIONS:

Work is primarily performed in an indoor office or similar setting.

Additional Information

Salary

Starting salary: Step 1 $9,020 to Step 6 $11,512 per month, based on training and experience.

Salary range: Step 1 $9,020 to Step 11 $15,109 per month (including longevity steps).
