POSITION TITLE: Exceptional Children Preschool Coordinator REPORTS TO: Director of Exceptional Children Services BEGINNING DATE: Open Until Filled

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Must have a qualifying letter from the North Carolina Division of Health and Human Services.
  • Extensive knowledge of procedures, policies, and guidelines for services for exceptional children 3-22.
  • Excellent communication skills and ability to work as a team player.
  • Excellent leadership and problem-solving skills.
  • Exemplary knowledge of the assessment and service delivery of the IEP in the preschool classroom and in other models of preschool services.
  • Ability to coordinate services for exceptional children in preschool throughout the county.
  • Ability to supervise, support, and assist preschool teachers in the service delivery within the classrooms.
  • Ability to perform general clerical duties.
  • Ability to use and manage spreadsheets, databases and electronic files.
  • Ability to establish and maintain effective working relationships, as necessitated by work assignments.

EDUCATION AND TRAINING REQUIRED:

  • Hold a North Carolina teacher license in exceptional children or a related service field.
  • Minimum of five years of teaching in special education; preschool experience, or equivalent combination of training and experience, which provides the required knowledge, skills and abilities.

TERM OF EMPLOYMENT: 12 months

PERFORMANCE RESPONSIBITLITIES:

  • Serve as a positive communication liaison among building level administrators, teachers, and parents in countywide preschool classes and the Department of Exceptional Children Services.
  • Consult with building level personnel in areas relevant to service delivery, including, but not limited to: procedures, policies, guidelines, and curriculum improvement for preschool classes.
  • Provide staff development on procedural processes, EC teaching methodology, and EC service delivery for all preschool teachers.
  • Supervise the delivery of EC services to PreK students in all OCS preschool classrooms, onsite programs, daycare classrooms and home services.
  • Supervise and facilitate the developmental screening process, Transdisciplinary Play Based Assessment (TPBA) process, Transition from Part C to B, and out of state transfer process for all EC PreK students.
  • Oversee and manage the Child Outcome Summary Forms (COSF) entries and exits.
  • Coordinate and facilitate routine meetings with all preschool teachers to provide support for Exceptional Children and act as liaison with county office to express needs and ensure EC service delivery.
  • Meet regularly with parents and Local Interagency Coordinating Council (LICC) to ensure appropriate transition services.
  • Coordinate and facilitate collaboration activities between related service specialists, school psychologists, PreK teachers, school administrators and other support providers.
  • Participate in the writing and the implementation of IDEA Part B (619) Preschool Grant.
  • Participate in the writing and the implementation of the SEFEL grant and activities.
  • Participate in the writing and implementation of the Developmental Day Grant.
  • Oversee and monitor compliance of IEP paperwork and Indicators 7, 11 and 12.
  • Submit required reports to DPI in a timely manner, to include, but not limited to, Indicators 7, 11 and 12, along with subsequent reports attached.
  • Submit required reports to DPI in a timely manner, to include, but not limited to SEFEL and Developmental Day grants.
  • Attend all meetings with Exceptional Children staff.
  • Meet regularly with Exceptional Children Director to discuss overall EC preschool program.
  • Manage all EC preschool records and data entry for CECAS.
  • Provide services, as needed, to ensure the success of the Exceptional Children program.
  • Respond to parental concerns and follow-up with appropriate personnel.
  • Other duties as determined by the Director of Exceptional Children.

PHYSICAL REQUIREMENTS:

  • Ability to maintain composure in difficult situations.
  • Ability to be physically active, which includes but is not limited to, standing, pushing, squatting, bending, sitting, and walking, including repetitive motions.
  • Ability to stand or sit in excess of 6 hours.
  • Ability to use a variety of equipment and tools.
  • Ability to communicate clearly and concisely, both orally and in writing.
  • Must be able to drive to a variety of school sites within the district.
