Duties

Summary

DTRA enables the Department of Defense (DoD) and the U.S. Government to combat weapons of mass destruction (WMD) and improvised threats and to support an effective and reliable nuclear deterrent. DTRA has a critical role in supporting US national security, the National Defense Strategy, and the Secretary of Defense's objectives to dissuade, prevent, and deter state and non-state adversaries from acquiring, proliferating, or using WMD or improvised threats.
Responsibilities

As a Interdisciplinary Supervisory Physical Scientist/ General Engineer at the GS-0801/1301-15 some of your typical work assignments may include:
Supervising a staff of professional civilians and military members, and oversees a contracted Advisory and Assistance Services (A&AS) workforce.
Evaluating the effectiveness of operations managed in terms of mission accomplishment, quality and quantity standards, policy, procedural and regulatory compliance, technical competence, and customer support.
Providing visionary leadership to support long term R&D efforts with dynamic real-time approaches to CBRNE consequence assessment and consequence management, conventional and asymmetric targeting support, analysis of nuclear effects, and counter-WMD modeling and simulation (M&S).
Developing and supervising the execution of broad R&D plans, objectives, and programs to determine the effects of WMD, with principal emphasis on nuclear effects on military systems and national infrastructure elements that are critical to DoD's mission.
Reviewing and evaluating complex software systems programs and proposals involving areas such as service-oriented architecture (SOA), web-services, implementation of Java 2 Enterprise Edition (J2EE) environments, legacy code refactoring, role-based access, program of record collaboration and theater level analysis capability development.
Directing research and developmental software and technologies directly into operational context by direct liaison with users and technology developers.
Applying hypotheses, models, and criteria to evaluate net effectiveness of weapons, weapons systems, and combined operational units, strategies, and tactics to serve as a basis for timely resource allocation decision for the national security forces.

Qualifications

You may qualify at the GS-15, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service:
Leading, managing, developing, shaping and managing major/multiple portfolios of research and development projects in modeling and simulation.
Establishing a new organization working on new technologies and/or achieving long-term vision and goals for a technology-based organization.
Managing efforts requiring integration of systems, transition of capabilities and finding, evaluating, and exploiting new technology.
Supervising technologists and program managers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

In addition to meeting qualifications, your application package must reflect the applicable experience to meet the Individual Occupational Requirements for the 0801/1301 series.

The incumbent will be required to become certified, Level III in the applicable career field within 24 months, unless a Position Requirements Waiver is approved to extend the 24 months.
