Responsibilities

Duties listed are at the full performance level.

Incumbent serves as the Northwest Planning Team Wildlife Biologist, coordinating with Regional, Forest and District wildlife biologists, staff and line officers on the development and application of analyses for NWFP modernization including forest planning and ESA consultation. This includes: 1) the development and integration of habitat suitability models and geospatial data with forest and resource planning and evaluation models; 2) the refinement, application and interpretation of methodologies for wildlife population viability analyses; 3) Forest Plan development based on direct, indirect, and cumulative effects analysis; 4) guides the development of regional planning goals, objectives, and standards and guidelines for landscape scale NEPA analyses and monitoring strategies.

Travel Required

Occasional travel - Once per month to coordinate with other team members. A few times per year may require overnight travel.

This is an interdisciplinary position and may be filled in any of the job series/position titles listed. In addition to the specialized experience requirements, applicants must submit proof that they meet the educational requirements for at least one of the series described in the announcement. Applicants may only be appointed to job series/position titles for which they meet all experience and educational requirements.

Specialized experience requirements:

GS-12: One year of specialized experience equivalent to the GS-11 in the Federal service.

Specialized experience is defined as one or more of the following: Provided counsel to activities of an organizational unit that affected the public in matters regarding wildlife management. Refined, applied and interpreted methodologies for wildlife population viability analyses.

Exercised supporting program responsibilities including: served as a liaison with partners and stakeholders, helped to formulate wildlife program policies and guidance, developed materials that communicate the intent and importance of the wildlife program, and assisted with the planning, development, and management of strategic plans and wildlife accomplishment tracking tools. Advised management regarding National Environmental Policy Act (NEPA), regulations of the President's Council on Environmental Quality (CEQ), the National Forest Management Act (NFMA), the Endangered Species Act (ESA) and consistency with the land and resource management plan.

GS-13: One year of specialized experience equivalent to the GS-12 in the Federal service.

Specialized experience is defined as one or more of the following: Provided counsel to activities of an organizational unit that had significant impact on the public in matters regarding wildlife management. Developed and integrated habitat suitability models and geospatial data with forest and resource planning and evaluation models.

Exercised supporting wildlife program responsibilities that included allocating resources in program development planning, budgeting, and identifying workforce and organizational needs to establish and meet priorities for a land and resource planning program. Assisted in the planning, organizing, and directing agency personnel regarding compliance efforts regarding National Environmental Policy Act (NEPA), regulations of the President's Council on Environmental Quality (CEQ), the National Forest Management Act (NFMA), Endangered Species Act (ESA) and consistency with the land and resource management plan.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Education

Social Science (0101)

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors or higher degree that included a major field of study in behavioral or social science; or related disciplines appropriate to the position.

OR

Combination of education and experience -- that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

OR

Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

Natural Resource Specialist (0401)

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors or higher degree that included a major field of study in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience with courses equivalent to a major described above, plus appropriate experience or additional education.

Physical Science (1301)

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

Combination of education and experience -- education equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
