Interdisciplinary General Engineer/Landscape Architect/Architect/Civil Engineer/Mechanical Engineer

• This is a term position (more than 1 year) with an initial appointment to last at least 13 months but may be extended up to a total of 10-years.

All applications submitted by 11:59 (EST) on the closing day will receive consideration.This position serves as a Project Manager with Thomas Edison National Historical Park, supporting Regions/Parks in the formulation of projects for the management, maintenance, repair and construction of NPS facilities, buildings, trails, roads and other physical assets, Working with funded projects, providing professional engineering/architectural guidance on planning, designing, constructing, expansion, rehabilitation and/or re-purposing of existing and/or new structures.

Duties Include

• Serving as a Project Manager, providing professional engineering/architectural advice and guidance on the planning, designing, constructing, expansion, rehabilitation and/or re-purposing of structures and facilities.

• Performing project scoping including the development of agreements to perform work.

• Reviewing and interpreting construction documents, specifications, photographs, foundational documents and other existing documentations.

• Developing Independent Government Cost Estimates, Statements of Work and or Scopes of Services, and other documents required for the procurement of design and construction contracts.

• Serving as a Contracting Officer Representative (COR) overseeing the execution of construction and design contracts.

The position will require the incumbent to work between both parks.

Thomas Edison National Historical Park is located in West Orange, New Jersey. The park preserves and interprets Thomas Alva Edison's laboratory complex, including his library, machine shops and chemistry lab, his estate Glenmont, a 29-room Victorian mansion and ancillary outbuildings and more than 400,000 artifacts and 5 million documents in its museum collection.

Morristown National Historical Park is located in Morristown, NJ. The park, the nation's first national historical park, was established in 1933 to commemorate the 1779-1780 winter encampment of General George Washington and the Continental Army.

The park encompasses more than 1,700 acres over four non-contiguous areas and interprets, commemorates, and protects the landscapes, structures, features and museum collections of the Continental Army winter encampment, the headquarters of General George Washington and related Revolutionary War sites in Morristown NJ. In addition, the park has more than 20 miles of hiking and walking trails along trace roads and CCC-era blazed trails for public use and recreation. Credit will be given for all appropriate qualifying experience. Basic Requirements for GENERAL ENGINEER 0801, CIVIL ENGINEER 0810 and/or MECHANICAL ENGINEER (0830)--You must meet one of the following:

A. Possess bachelor's degree (or higher degree) in engineering.

To be acceptable, the curriculum must: 1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or 2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: a) statics, dynamics; b) strength of materials (stress-strain relationships); c) fluid mechanics, hydraulics; d) thermodynamics; e) electrical fields and circuits; f) nature and properties of materials (relating particle and aggregate structure to properties); and g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by one of the following: 1) Professional Registration Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; 2) Written Test Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico; 3) Specified Academic Courses-- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements.

The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A; or 4) Related Curriculum Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions.

Basic Requirements for LANDSCAPE ARCHITECT 0807--You must meet one of the following:

A. Possess a bachelors or higher degree in landscape architecture or landscape design.

• OR-

B. Possess a combination of education and experience--for each year short of graduation, the applicant must have had one year of experience under professional leadership and guidance of such character and diversity as to be a satisfactory substitute for the required education. This experience must have included original landscape design.

Basic Requirements: ARCHITECT 0808-- You must meet one of the following:

A. Possess a degree in either Professional Architecture or related field that included 60 semester hours of course work in architecture or related discipline of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

B. Possess a combination of education and experience--college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.

The adequacy of such background must be demonstrated by at least one of the following: 1) Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. 2) Experience: An applicant lacking a degree in architecture must have had 1 year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture.

In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

MININUM QUALIFICATIONS

SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: providing architectural and/or engineering expertise to manage the design, construction, operations and maintenance of facilities; evaluating, advising on, overseeing, and/or directing contracted work to ensure its quality and compliance with plans, designs, and specifications; conducting studies and developing plans, specifications, and construction requirements such as schedules, costs, labor, and materials.

There is no substitution of education for experience at the grade level of this announcement.
