The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This public notice announcement is for anticipated vacancies to be filled under the Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule.

0871-Naval Architecture Series: Covers professional engineering positions determining the principal dimensions of the vessel in collaboration with ship operators or others who specify performance requirements. Once this determination has been made, naval architects prepare the preliminary ship design with the delineation of the lines, the displacement& stability calculations, general arrangement plans, weight calculations, & strength calculations.
0893-Chemical Engineer Series: This series covers performing professional engineering and scientific work involving: chemical processes utilized by industries and scientific technologies to produce useful products and systems; and the use of mass, momentum, and energy transfers together with thermodynamics and chemical kinetics to explore, extend, improve, and provide for existing and potential chemical and biochemical conversion processes.
0896- Industrial Engineer: This series covers positions professional engineering and scientific work to determine, evaluate, predict, and advise on effective ways for an organization to use its production factors (i.e., people, equipment, materials, information, and energy) to make or process a product or provide a service.
Positions may require a Financial Management Level I, II, or III certification per the National Defense Authorization Act (NDAA) 2012, Section 1599d. The certification level must be achieved within prescribed timelines. Positions may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Senior level positions may be designated as CAP with further designation as a Key Leadership Position (KLP). As a KLP, the selectee will be required to sign a Tenure Agreement which requests the selectee to remain in this position for a designated period of time, generally 3-4 years.
Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. have a combination of college-level education, training, and/or technical exp that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying eng, and (2) a good understanding, both theoretical and practical, of the eng sciences and techniques and their applications to one of the branches of eng. The adequacy of such background must be demonstrated by one of the following: (I) Professional registration or licensure:
Current registration as an Eng Intern (EI), Eng in Training (EIT), or licensure as a Professional Eng (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration; or (II) Written Test: Evidence of having successfully passed the Fundamentals of Eng (FE) examination or any other written test required for professional registration by an eng licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or (III) Specified academic courses:
Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in eng that included the courses specified in the basic requirements under paragraph A (above). The courses must be fully acceptable toward meeting the requirements of an eng program as described in paragraph A (above); or (IV) Related curriculum: Successful completion of a curriculum leading to a BA degree in an appropriate scientific field, e.g., eng technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional eng experience acquired under professional eng supervision and guidance. Ordinarily, there should be either an established plan of intensive training to develop professional eng competence, or several years of prior professional eng-type experience, e.g., in interdisciplinary positions.
BASIC EDUCATION QUALIFIES FOR THE GS-05
GS-07: Applicants must also possess at least one year of specialized experience at or equiv to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. OR
have successfully completed one full year of grad level education. have successfully completed a bachelor's degree with superior academic achievement. OR
have successfully completed an engineering bachelor's degree and have one year of appropriate experience as a technician equiv to the GS-05 grade level or higher. OR
have successfully completed a 5 year program of study of at least 160 semester hours leading to a bachelor's degree in engineering. OR
have a combination of experience and education as described above that equates to one year of exp. Percentage of the required education plus percentage of the required experience equal one hundred percent.
Specialized experience must demonstrate the following:
utilizing basic techniques, procedures, and methods; understanding and completing limited engineering designs and projects; carrying out, interpreting, and explaining basic computations and calculations; and reading, understanding, manipulating analyzing, interpreting, and conveying findings.
GS-09: Applicants must also possess at least one year of specialized experience at or equiv to the GS-07 grade level or pay band in the Federal service or equivalent exp in the private or public sector OR
have successfully completed two full years of progressively higher graduate level education leading to a master's degree. OR

have successfully completed a bachelor's degree with superior academic achievement and I have one year of professional eng exp that required and was characterized by 1) professional knowledge of eng, 2) professional ability to apply such knowledge to eng problems, and 3) positive and continuing development of professional knowledge and ability. have successfully completed a 5 year program of study of at least 160 semester hours leading to a bachelor's degree in engineering and have one year of appropriate professional experience that required and was characterized by 1) professional knowledge of engineering, 2) professional ability to apply such knowledge to engineering problems, and 3) positive and continuing development of professional knowledge and ability.
