Responsible for managing the efficient and effective coordination and accomplishment of the planning, scoping, development, design, construction, and direction of major projects.
Serves as Project Design Manager, responsible for the overall management, control, coordination and execution of assigned projects.
Coordinate the planning, design, cost engineering, construction, environmental considerations, for engineering design projects of considerable scope and complexity measured by diversity, geographical area, management demands,technical intricacy.
Allocates project funds to district elements, consistent with progress attained, and measures and monitors performance to assure commitments of all parties are being maintained.
Controls and manages design project milestones and budgets from planning through construction and initial operations.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes performing the following duties: Developing designs for military works or civil works projects AND Performing reviews of assigned project designs to determine design feasibility; OR Managing project budgets, milestones, cost engineering or environmental considerations for designs of assigned project AND Developing cost estimates for negotiation of A-E contracts and/or negotiate A&E construction contracts or modifications to approved construction contracts.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service or equivalent (GS-12).
You will be evaluated on the basis of your level of competency in the following areas:
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
