New York City Emergency Management (NYCEM) helps New Yorkers before, during, and after emergencies through preparedness, education, and response. NYCEM is responsible for coordinating citywide emergency planning and response for all types and scales of emergencies. We are staffed by more than 200 dedicated professionals with diverse backgrounds and areas of expertise, including individuals assigned from other City agencies.
The Readiness Bureau prepares the City for emergencies through a continuous cycle of planning, learning, and exercising, using a collaborative and forward-thinking approach. The overall goal of the NYCEM Learning and Development Unit is to create a highly skilled emergency management community by offering the best training possible, build true leaders who can prepare for and respond to any type of emergency situation, and coordinate effectively with internal and external partners.
The Learning and Development unit develops, delivers, and coordinates trainings as well as professional development and leadership programs that build and strengthen the capabilities of NYCEM staff and interagency partners.
The Interagency Training Program Manager will be responsible for the development and implementation of comprehensive training programs to support both intra-agency and inter-agency emergency management training. This position requires Learning and Development experience.
The Interagency Training Program Manager will report directly to the Director of Learning and Development and will be responsible, but not limited to, the following:
Manage the delivery of complex learning programs to ensure the engagement of learners (e.g., emergency management related, operations-based, etc.)
Build and review e-learning, classroom, and online courses for various updates (e.g., ensure accessibility is met in terms of content information, material formats, and setting selections for delivery)
Assist with needs analysis to identify gaps and opportunities in the training program
Design, develop, and implement highly professional e-learning, online, and classroom, trainings for a diverse audience of emergency management professionals
Apply adult learning theory and instructional design methodology into interactive self-paced online training and instructor-led training that supports multiple learning styles
Translate emergency plans and related materials into training curriculum as needed
Work with subject matter experts to design and develop or update audience-appropriate, clear and concise training content
Develop and maintain relationships with internal and external training instructors
Stay up-to-date with industry learning and development trends and best practices
Work with NYCEM vendors to develop curriculum material
Support the NYCEM Learning Management System
Manage logistical details to support trainings
Deliver trainings and presentations as required
Utilize industry-leading course development tools (i.e., Articulate 360)
Support the continued development of the NYCEM Academy and its programs
Assist with Ready New York presentations to external groups
Lead and partake in learning and development projects and programs as assigned by the Director of Learning and Development
PLEASE NOTE THE FOLLOWING:
Minimum Qualifications
1.A four-year high school diploma or its educational equivalent approved by a state's department of education or a recognized accrediting organization and six years of satisfactory full-time professional experience in one or a combination of the following: emergency management, fire, police, or military service, public safety, public health, public administration, urban planning, engineering, or another specialized area to which the appointment is to be made; or
2.A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience in the areas listed in "1" above; or
3.A master's degree from an accredited college in emergency management, public administration, urban planning, engineering, economics, political science, the physical sciences ,or related field and one year of satisfactory full-time professional experience in the areas listed "1" above, at least two years of which must have been in one of those areas, or another specialized area to which the appointment is to be made.
4.Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must have a four-year high school diploma or its educational equivalent.
Special Note:
To be eligible for placement in Assignment Level II, individuals must have, after meeting the minimum requirements, one additional year of professional experience as described in ""1"" above.

Strong training facilitation skills, both in-person and in a virtual environment
Experience developing and facilitating trainings for Zoom and MS Teams
Strong project management experience
Excellent verbal and written communication skills
Ability to work independently and as part of a team
Proficiency with eLearning training products, including Articulate Storyline and 360 PREFFERED SKILLS
Ability to work well under pressure
Experience operating a Learning Management System
Technical aptitude and ability to learn new applications
Excellent meeting and time management skills
Ability to work on multiple projects concurrently and consistently meet deadlines

Residency Requirement
New York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
