Location: Olympia, WA - Hybrid.  This position primarily works with staff throughout Region 6; travel to office locations to attend meetings, training, conferences, and to visit youth statewide is required.

Salary:  $6,227 - $8,377.

We're looking for an Intensive Resources Program Consultant (SHPC4) to join our team in Region 6, that covers South Western Washington and the Peninsula, within the Child Welfare Programs (CWP) Division. The Opportunity:

The Intensive Resources Program Consultant (SHPC4) is a critical and lead role that oversees eligibility for and access to intensive placement resources. In this role, you will work closely with supervisors and social service specialists to provide expertise, consultation, training, and support related to the identification and provision of Intensive Placement Resources to youth with complex mental health and behavioral health needs.  Additionally, you will act as a liaison between field offices and resource providers and facilitate connections and service delivery.

Some of what you'll do:

  • Lead implementation and oversight of client eligibility for and access to intensive placement resources.

  • Provide intensive resources services and systems training, expertise, guidance, consultation, monitoring, and support to field operations staff within a designated region.

  • Develop and implement training and resources to support social service specialists, supervisors, regional program staff, and regional leadership.

  • Provide mentoring, feedback, consultation, formal and informal training, education, and technical assistance to field operations staff to meet the intensive resources needs of children and youth.

  • Prepare written and oral reports, documentation, and inter-/intra-agency communications regarding program areas.

  • Advise field operations staff on appropriate services and interventions available through DCYF and community partners.

  • Evaluate and determine child eligibility and appropriateness for BRS or other intensive resources based on identified needs.

  • Maintain an active working knowledge of intensive resources programs and services within your region as well as statewide.

  • Facilitates referrals to appropriate intensive placement resources within the designated region, statewide, or out-of-state.

  • Monitor progress and outcomes of youth receiving intensive resources.

  • Analyze child and youth needs and identify program and resource gaps.

  • Collaborates with regional and HQ staff to develop needed resources.

  • Complete and submit timely, accurate reports related to program implementation and utilization.

Required Qualifications:

  • Equivalent education and experience totaling nine years.

OR

  • One year of experience as a Social and Health Program Consultant 3 or equivalent.

OR

  • Three years of experience as a Social and Health Program Consultant 2 or equivalent.

OR 

  • A Bachelor's degree in social work, health or social science, public administration, or a related field AND five (5) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.

OR 

  • A Master's degree in social work, health or social science, public administration, or a related field AND three (3) years of professional experience in planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs.

Degree must be obtained from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent verified by a NACES-approved organization at naces.org. Foreign Equivalency certification must be attached to the application for degrees obtained outside the U.S. Incomplete applications may be screened out of the recruitment process.

Employees must successfully complete a formal training course sponsored by their division within one year of their appointment.

In addition to those required qualifications, our ideal applicant will also have some or all of the following:

  • The ability to share information in a supportive way that facilitates learning and collaboration.

  • The ability to advocate for the best interest of the child and family and meet the region's urgency for youth stability.

  • The ability to be flexible and open to creative problem solving and have an understanding/knowledge/awareness of our system partners.

  • Prior experience in social services, case planning, risk assessment, negotiation, child development, ethics and professional standards, social casework principles and practices, safety framework, decision-making, and interviewing techniques.

  • Working knowledge of protecting vulnerable adults and children living in their own homes and in licensed and certified settings.

  • Knowledge of investigative principles and practices, and social and economic conditions that affect the work of a public social service agency.

  • Knowledge of individual and social development principles, vocational counseling, job training, and educational and community resources.

  • Knowledge of Behavior Rehabilitation Services (BRS) and Intensive Services programming and delivery.

  • Prior experience working within intensive resources (BRS, therapeutic foster care, behavioral health, developmental disabilities) systems.

  • Knowledge of the Family First Prevention Service Act (FFPSA) requirements for Qualified Residential Treatment Programs (QRTP).

  • Knowledge of program eligibility for children and youth with developmental disabilities and mental health or behavioral health needs.

  • Experience using state computer database FamLink.
