Position Summary

The position exists so that Somerset County can benefit from avoiding the need for a much more expensive intervention for those youth and family who are experiencing school truancy, specifically court intervention. The Intensive In-Community Case Manager (ICM) works to support the Crisis Intervention Specialist (CIS)'s service plan with the family and works to provide the behavioral assistance, case management, school involvement and community involvement that is often necessary in order to effectively treat cases involving truancy.

Essential Functions

  • Functions under the rules of the Court provided by the Family Court Legislation N.J.S.A. 2A:4A-1 et. Seq. (See Juvenile/Family Crisis Operations Manual)

  • Reports to the Clinical Supervisor and the Director of the FCIU

  • Accepts a minimum of 5 and up to 8 cases at a time dependent on the needs of each case

  • Provides a minimum of two hours of direct support to each child/family each week assigned to caseload when assigned a case. May need to spend more direct service time as needed with a case. Decreases time spent as the need is lessened.

  • Assesses and facilitates ways to increase the youth's engagement in family therapy work at the FCIU as well as engagement in other activities and services which are part of the service plan developed by the family and the FCIU Crisis Intervention Specialist to improve a child's school attendance.

  • Coordinates with the Crisis Intervention Specialist to ensure regular contact and collaboration occurs with all involved providers and agencies as needed. This includes schools, police and other mental health providers. This is to permit a thorough assessment of the risk to the child/family and to coordinate treatment

  • Completes all necessary paperwork regularly and in a timely manner

  • Works to ensure compliance with any court orders (including assisting with attaining and expediting necessary appointments and evaluations, and assisting in referrals)

  • Complies with the ethical and legal standards as dictated by the following organizations: the National Board of Social Workers, the American Association of Marriage and Family Therapists and the National Board of Licensed Professional Counselors.

  • Refers or helps to link youth and family members to any services/treatment which is assessed to be helpful, including ongoing long-term treatment if required

  • Provides most direct service contact in the community including seeing the client in their home or other community places

  • Leads and/or participates in any treatment/service planning being conducted (For example, attending and participating in Individualized Education Plan meetings at the school or Child/Family Team Meetings with the Care Management Organization, when necessary)

  • Participates in weekly supervision with the Clinical Supervisor to review case status, progress and planning of all pending and active cases

  • Participates in group supervision once a week by presenting a case or other relevant material on a rotating basis during the weekly staff meeting

  • Conducts community outreach to schools, police and other community agencies

  • Keeps abreast of new developments and interventions around school refusal and truancy and informs staff

Essential Requirements

  • Minimum of a bachelor's degree in one of the following fields of study: Social Work, Psychology, Marriage and Family Therapy, Counseling or other related field

  • Minimum of one year experience working with at-risk youth

  • Ability to work with diverse populations and be highly sensitive to ethnic and cultural differences

  • Demonstrates good communication skills including the ability to appropriately express oneself both verbally and in writing

  • Knowledge and experience working in Microsoft Office

  • Some ability to flex schedule to adapt to the demands of each case during the work week (Monday through Friday). This includes some availability which permits contact with clients and schools in the morning hours when needed, but also can see clients at least two evenings a week until 8:00 PM (scheduled appointments with youth will occur after school hours Monday through Friday)

  • Must be able to read, write and speak the English language

  • Possession of a driver's license

  • Acceptance of employment is contingent upon a criminal background check and a substance use clearance

Preferred Requirements

  • Specialized training in crisis intervention

  • Knowledge and experience working with the children's system of care, juvenile justice system, education, mental health and social service systems in the state of NJ

  • Knowledge of Somerset County-specific services for youth and families, including court operations, particularly in relation to juvenile matters and psychological and social services

  • Experience with clinical software packages

  • Fluent in Spanish both verbally and in writing
