Job Description:

The Defense and Intelligence Group of Leidos has an Intelligence/CounterIntelligence Analyst position in Bethesda, MD.

  1. Strategic operational planning, centralized de-confliction, and coordination for CI activities conducted by the U. S. Government in direct response to Presidential Directives, National Strategy, and National needs and priorities;
  2. Assistance to the Sponsor in conducting an annual assessment of the effectiveness of the Offensive CI Operations (OFCO) program;
  3. Assistance to the Sponsor in overseeing the U.S. Government's CI enabling programs and capabilities to support sensitive CI activities;
  4. Support into the development, oversight and continuous refinement of technical and cyber CI programs across the U.S. Government;
  5. Support to the development and management of the U.S. Government's centralized knowledge base of foreign intelligence threat actors;
  6. Assistance to the Sponsor in conducting activities related to security of financial management processes and systems.

Basic Qualifications:

  • 10 years or High School/GED + 8 years or Associate + 6 years or Bachelors + 4 years or Masters + 2 years or Doctorate (PhD)

  • Currently posses an active Poly.

  • Demonstrated relevant experience/expertise supporting U.S. Federal Government in Central Asia, Korea, or Middle East analysis, and experience with Data Analytics, Operations Research, Biochemistry, Biotechnology, Counterintelligence, Insider Threat, Security, Cyber security, Engineering, English, Forensic Accounting, Telecommunications, or Physics.

  • Ability to recognize all relevant information and produce objective assessments, free of any bias and be pertinent to client needs.

  • Extensive skills in both written and oral communications.

Provide secured facility construction analysis support for new or existing construction projects, including domestic IC facilities, New embassy construction or new consulate construction, and overseas building upgrades and modification that meet the thresholds established under Section 160 of Public Law 100-204 and Section 135 of Public Law 101-246 relating to diplomatic embassy/consulate facilities. Task are, but not limited to: 1) Reviewing the Overseas Building Operations (OBO) and the Overseas Security Policy Board (OSPB) standards to ensure compliance; 2) Assess the Integration of Department of State (DoS) and IC technologies and upgrades into current and future specifications for the construction of U.S. domestic IC facilities, diplomatic facilities, and OCONUS structures and facilities; 3) Researching, developing recommendations and drafting policies and standards relating to security and vulnerabilities of US overseas diplomatic facilities; 4) Collaborating with the IC and DoS, formally and informally, to improve standards and policies protecting classified information; 5) Prepare and support Congressional notifications for designs and/or major renovations that are projected to cost $1M or more and for DoS Departmental notifications required for designs or major renovations that are projected to cost less than $1M. All notifications created must ensure the physical and technical security issues identified throughout the design lifecycle have been mitigated. All notifications are coordinated with DoS, and properly logged within Sponsor's document repository; 6) Preparing material documentation for Construction Security Review Board meetings; 7) Designing, reviewing, planning, and collaboration activities that define the goals, scope, and milestones of the CI and security evaluation of either new or modified construction or design projects; 8) Participating in Construction Security Plan reviews as related to Intelligence Community Directive (ICD) 705, ICD 706, and DoS related construction security design briefings; 9) Conducting ICD 705, ICD 706, and related construction security related design review briefings and training; 10) Analyzing, coordinating, and de-conflicting of draft security standards and policies. Basic Qualifications: 10 years or High School/GED + 8 years or Associate + 6 years or Bachelors + 4 years or Masters + 2 years or Doctorate (PhD) Currently possess an active Poly. Applicable Degrees Architecture, Civil Engineering, Counterintelligence, Electrical Engineering, Law Enforcement, Logistics, or Security. * Demonstrated experience with U.S. Federal Government project management practices. * Demonstrated experience in technical surveillance countermeasures in U.S. Federal Government systems. * Demonstrated experience in information security, technical security, and physical security with a detailed understanding of the IC cyber security and information assurance. * Demonstrated experience in effective interpersonal skills, to include working well with groups made up of disparate organizations and various grade levels. * Ability to perform periodic travel both domestically and abroad as required. Overseas Federal experience highly desired. Desired Qualifications: * Minimum of ten (10) years of IC and/or Department of State experience in the physical and technical security field, including an understanding of both Technical Security or Surveillance Countermeasures (TSCM) and TEMPEST. These ten (10) years may be concurrent with the requisite years of work experience. * Demonstrated expert experience of attack methodology for technical collection of intelligence and methods of mitigation. * Demonstrated expert experience in electromagnetics, acoustics and optics to include the study of electromagnetic wave propagation and interference, antenna theory, wireless communications, acoustic wave propagation, optical communications, electrical geophysics, guided wave devices and systems, as well as particle physics. * Demonstrated expert knowledge of RF architectural shielding materials, acoustic absorption materials and optical absorption materials. * Demonstrated experience the field of technical security systems. * Demonstrated knowledge of the organizational structure and technical security (RF, acoustic and optical) policies of the Intelligence Community (IC) and Department of State (Foreign Affairs) community. * Demonstrated knowledge of technical risk management to include threat and vulnerability analysis. * Demonstrated expert knowledge of applicable federal laws, Presidential Directives, Executive Orders, Intelligence Directives such as ICD 705 and CI threat environments at U.S. diplomatic missions, experience working with the SETLICD 503, and understanding of OSPB 12 FAH-6 in the following disciplines: Technical Security, Physical Security, Cyber Security, and Counterintelligence Working Group (CWIG) functions.
