Job Summary / Responsibilities:
The Collection Manager position will be supporting a ZelTech Air Force customer across several technical projects through the application of procedures associated with the collection requirements of the organization. The individual will support defining the collection requirements and evaluation criteria for these defense programs. The candidate will be provided specific mission related tasking and be expected to independently develop the proper approach/solution, brief findings to senior leadership, and conduct independent research. Key duties include:

  • Function as a part of an analytical team of military and/or DoD civilian analysts in support of the customer's collection and planning requirements

  • Coordinating all collection requirements and ensure all data is properly disseminated within the supported commands/organizations

  • Developing, maintaining, and updating collection plans based on the supported Commander's priority requirements

  • Monitoring a wide range of available collection systems for new nominated requirements, then validates and distributes them as required

  • Preparing assessment metrics of collection products to gauge the effectiveness of collection operations

Essential Job Functions:

  • Collect Management and data analysis experience

  • Collection Requirements Development and assessment

  • Responsible for the collection requirement management in accordance with the Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) cycle which supports analytical information needs.

  • Researching, validating, and submitting collection requirements, as well as the creation of collection strategies and monitoring the production satisfaction of all collection requirements as needed by the supported command or agency.

  • Responsible for collaborating with the multiple stakeholder agencies/organizations on the collection and the exploitation and production of collection requirements and supporting reports and products.

  • Implement the current methodology to provide comprehensive collection support.

  • Dissemination of data to appropriate organizations

  • Interface with technical experts in CWMD

  • Collection planning experience

  • Communicate with senior leadership

Knowledge / Skills / Abilities:

  • Experience with MASINT, Combatant Command and Air Operations Center managing requirements is a must

  • Experience with Collection Management

  • CBRNE experience with emphasis on nuclear components

  • Knowledge of analytical methods and statistics

  • Good interpersonal skills

  • Effective communicator

  • Works well independently or as part of a group

  • Good writing skills, as there may be a requirement to write reports

  • Degree of judgment and multi-tasking associated with performing job duties

  • Contact with the customer/provide customer support (may be internal or external customer)

  • 5+ years of program management experience of government contract

  • Develops and executes program corrective action strategies

  • Supports, communicates, reinforces and defends the mission, values and culture of the organization

  • Ensures effective and efficient use of personnel, facilities, equipment and materials

  • Knowledge/Skills/Abilities:


  • Knowledge and familiarity of systems such as Falconview and C2PC
  • Experience with Community Collection Management systems (for example, COLISEUM), mission applications, and communications capabilities within JWICS, and SIPRNET
  • PMI Certified

Education Requirements:
BA/BS OR 4 - 9 years experience in lieu of experience

The LISC Subcontractor and Supply Chain (SC) Manager is responsible for providing supply chain leadership and subcontracting management for a team of 10 supply chain professionals supporting the Launch and Test Range System Integrated Support Contract (LISC) with the US Air Force on Patrick Air Force Base. This position is responsible for all subcontract and procurement activity ensuring overall success in supply chain performance. Responsibilities include developing and fulfilling material requirements, supporting Supplier negotiations, overseeing the planning and execution of affordability and efficiency initiatives as they relate to the material budget and the internal SCM team. This also includes working directly with suppliers to identify cost savings opportunities and leading an organization of supply chain professionals including providing leadership, performance management, career development, and mentoring. Also includes oversight of subcontractors and their performance. Additionally, the Manager will support new business capture including management of the supply chain proposal process inclusive of the development of material and labor Basis of Estimates (BOE's). Responsibilities include: * Oversee and manage a subcontract management team that creates, executes and manages various subcontract types (CPFF, CPIF/AF, FFP, FPIF etc.), using source selection techniques. * Participate in development of supplier Statements of Work (SOW), and conduct bidders' conferences. * Perform cost and price analysis, develops negotiation strategies, and lead negotiations. * Lead the development and negotiation of collaborative agreements with suppliers. * Execute customer requirements including government regulations, public law and RGNext policies and procedures. * Leverage industry capabilities to align with technology roadmaps. * Utilize project management skills and techniques when managing suppliers. * Develop program supplier risk and opportunity management plans. * Initiate and participate in subcontractor and supplier assessments and development activities. * Responsible for strategic subcontractor and supplier relationship management. * Develop and deploy supply chain strategies in support of all business objectives. * Responsible for creating contractual arrangements with suppliers including partnering agreements, technology alliances and risk sharing arrangements. * Ensure subcontractors and suppliers are managed in compliance with all applicable FAR/DFAR requirements, and cost, delivery, technical and quality requirements. * Evaluate subcontractor and supplier metrics for trends and root causes and formulate proactive plans to ensure overall success of performance. Ability to execute and manage, producing quality products meeting technical, cost, and schedule goals. * Experience in preparing proposals, estimates, technical documents, and other contract deliverable items.
