Shift Work: Some positions may require shift work.
8-hour shifts span staggered timeframe between 0800-1800 or 0600-2200
10-hour shifts 4 days/week spanning 0500-1500, 1200-2200, or 2100-0700
Responsibilities (may include, but are not limited to the following):
Quickly develop knowledge of the watchlisting program's overall structure, missions, functions, policies, and programs in order to identify the impact and effect of study findings and recommendations on the program
Develop knowledge of program goals and objectives, the sequence and timing of key program events and milestones, and methods of evaluating the worth of program accomplishments.
Develop knowledge of relationships with other programs and key administrative support functions within the program or partner agencies
Exhibit analytical ability to design and conduct comprehensive management and/or program studies where the boundaries are extremely broad and difficult to determine and to develop logical, clear, and well-documented recommendations and conclusions
Communicate clearly and effectively, both orally and in writing, to tactfully and persuasively advise and guide executive management relative to a variety of issues which can be delicate in nature; includes making presentations and preparing complete, clear, and concise formal and informal reports, correspondence, briefings, charts, tables, and graphs that are distributed throughout the program and its partner agencies
Plan, organize, and direct team study work and negotiate effectively with management to accept and implement recommendations, where the proposals involve substantial program resources, and require extensive changes in established procedures
Work with senior government officials and executives to provide vision and enterprise strategic direction; participate in strategy sessions, strategic assessments, and design reviews to validate the enterprise approach and associated work products
Guide identification of systems, mission engineering, and business process inadequacies and deficiencies that affect the functional area's ability to support/meet organizational threats
Education: Advanced Degree and a minimum of seven (7) years of relevant experience are required. Or a Bachelor's and nine (9) years of relevant experience. Or Associate's and eleven (11) years or relevant experience.
Clearance: TS/SSBI or TS/SCI with CI Poly
Extensive knowledge in one or more of the following disciplines: watchlisting, identity analysis, encounter, intelligence, law enforcement, United States military, and / or national security (counterterrorism, counterintelligence, transnational organized crime, and weapons of mass destruction) experience
Possesses expert knowledge and mastery in the application of a wide range of qualitative and/or quantitative methods for the assessment and improvement of program effectiveness and/or the improvement of complex management processes, systems, and procedures
Has mastery knowledge of applicable theories, principles, practices, approaches, and techniques of research, survey methodology, and analysis concepts
Exhibits comprehensive knowledge of the range of administrative laws, executive orders, directives, policies, regulations, and precedents applicable to the administration of a watchlisting program
