Raytheon Intelligence and Space (RIS) is seeking an Integration and Test (I&T) Lead to provide leadership and technical direction of the Avalon program. RIS is seeking an individual who understands ground segment development and has demonstrated successful technical leadership of a ground segment program. The I&T Lead will lead the integration and test efforts in an agile development.

The I&T Lead will lead a team of engineers to accomplish system engineering, integration and test tasks at the system level. The I&T Lead is responsible for

  • Demonstrating to the customer the system meets all technical testing requirements

  • Managing personnel in all aspects of integration and test planning, providing technical advice and resolving implementation, resource and schedule issues

  • Preparing, implementing and executing corrective plans based on metrics, ensure system readiness and integrity, establish and provide estimates, and develop schedules and written proposals

  • Coordinating across the development teams, in addition to working directly with Program Management and the Customer

  • Attending and presenting at customer and technical meetings

  • Representing the Test organization in matters pertaining to the development and progress of both programs

  • CAM for Test: Earned Value performance for each program

The I&T Lead will report functionally to Systems Engineering, but on the program directly to the Program Manager and Program Engineer. The lead needs to be able to work closely with program management and the software discipline to produce a quality product on schedule. The I&T lead also needs to work collaboratively with the prime and customer, which includes support of multiple external working groups. In addition, the lead will be required to support and sometimes lead, small to large ECP/RFP proposal for program changes.

Clearance Requirement: Must be a US Citizens with a current/active TS/SCI clearance

This position is eligible for a Sign on Bonus up to 40k for a candidate with a current TS/SCI and that can be verified and hired.

Required Skills:

  • 8+ years demonstrated engineering experience with proven track record

  • Understanding of the SE lifecycle and change management process

  • Experience installing and integrating software (COTS and custom) on Linux/Unix platforms

  • Trouble-shooting skills for systems comprised of software and hardware

  • Experience performing regression test activities and Discrepancy Report (DR) verification

  • Experience with formal requirement verification activities including test procedure development and execution of factory acceptance testing

  • Ground satellite development or operations experience

  • Strong interpersonal and communication skills

  • Strong technical skills

  • Ability to problem-solve complex situations

  • Experience working in a multi-discipline environment

  • Demonstrated ability to effectively work with and communicate with all levels of management and individual contributors on the program team

  • Experience with Microsoft Office suite of tools

  • Current TS/SCI clearance

Desired Skills:

  • Experience with multiple ground domains (command and telemetry, flight dynamics, mission planning)

  • EVMS certified

  • Experience in an Agile or DevOps development environment

  • Experience as Agile Scrum-master or Product Owner Six sigma certified

Education Requirements:

B.S. in Aerospace Engineering, Systems Engineering, Electrical Engineering, Computer Science, Mechanical Engineering, Physics, Math, or a STEM field

The Director is responsible for the Systems Engineering technical baseline and technical systems engineering vision and consistency across all IPTs on GPS-OCX. The Director will provide technical leadership and direction for all systems engineering, integration and test activities across all IPTs and the SEIT IPT on the program. The Director is expected to drive the team to strong execution across the program and be the technical conscience for the program. Job Description: * Responsible for technical direction for Systems Engineering, Integration and Test across the program and having decision authority over all aspects of the technical efforts on the program. This Director is responsible for making sure the system comes together technically and meets the requirements and conops the GPS Customer has defined. * Responsible for ensuring successful execution of the program. * The Director will be focused on evaluating and driving critical requirements into the program baseline and ensuring the systems engineering, development activities, information assurance, integration, test, transition and operational needs are satisfied to contract compliance. * Provide oversight and review engineering metrics to ensure technical performance on the program. Provide summary analysis and action plans to the leadership and the customer to ensure technical performance is in line with the GPS OCX performance expectations. * The Director will be the lead engineer responsible for Engineering Review Board change management, integration of customer driven change and ensure any defect management across the system is handled via fault management and performance management actions * Ensure application of Technical Performance Measures (TPMs) as a means for measuring technical progress and assessing risk. * Manage the Risks and Opportunities process and execution for Systems Engineering. Leverage the enterprise to reduce key risks and realize opportunities. * Identify and exploit synergies across the GPS-OCX program and across the Enterprise. * Ensure the systems engineering baseline is horizontally and vertically consistent across the baseline.
