Job Description:

The Department of Healthcare and Family Services, Division of Eligibility, Bureau of Medical Eligibility Policy and Special Programs (BMESP) is seeking to hire a qualified professional with strong leadership skills to serve as a manager for teams of employees responsible for implementation and testing of the application and eligibility system used statewide and tracking of audit inquiries and responses.

The ideal candidate will be self-motivated, organized, have strong communication and leadership skills. The candidate will be familiar with medical eligibility and the programs offered by HFS. The ideal candidate will have experience with user acceptance testing on a large scale for means tested programs and managerial experience with direct report professional staff.

Job Description

  • As the Integrated Eligibility System (IES) Manager, plans, develops, organizes, and directs the operations of the IES Section

  • Directs the evaluation, analysis, implementation, and monitoring of the programs managed within the section

  • Serves as full line supervisor

  • Serves as Agency spokesperson

  • Implements the program goals, objectives and operational standards as related to the efficiency and integrity of the statewide ABE, MMC, and IES related to medical programs administered by the Department

  • Develops and implements the Department's auditing processes and projections for Medical Eligibility Policy Program

  • Performs other duties are required or assigned which are reasonably within the scope of the duties enumerated above

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to the completion of four years of college

  • Requires prior experience equivalent to four years of progressively responsible administrative experience applying policy rules and regulations to obtain a specific outcome for a public or business organization

Preferred Qualifications

  • Four (4) years of professional experience, directing programs, activities, and operations of medical eligibility determination systems that support Medical Assistance Programs

  • Four (4) years of professional supervisory experience supervising subordinates including professional administrative staff

  • Two (2) years of professional experience interpreting and implementing policies, procedures, and goals of Medicaid eligibility determinations

  • Four (4) years of professional experience administering a large program for a public or private organization

  • Four (4) years of professional experience developing procedures to implement programs and policies to improve service to public assistance customers

  • Four (4) years professional experience communicating in oral and written form with internal and external stakeholders daily ensuring detailed and critical analysis of work performed

  • Two (2) years of professional experience working in and/or evaluating results of a means tested benefit eligibility system

  • Require the ability to work past normal business hours
