The INTAKE/JSO is responsible for analyzing and screening all juveniles brought into and released at the Lubbock County Juvenile Justice Center.   The officer shall be responsible for conducting all initial intake meetings with children referred to the department in accordance with departmental guidelines.  Officers will be responsible for administering initial assessment tools on all cases and determining the appropriate dispositions and services for each case based on the results of the assessment tools administered, nature and level of offense committed, progressive sanctions guidelines, history and behavior of the child and the individual needs of the child and family.  Officers will complete and file all necessary paperwork for court, testify in court proceedings and work diligently with Criminal District Attorney's Office to move cases in a timely manner.

  • Review referral or court order for probable cause/detainable offense

  • Make sure referring officer has notified parents/guardians

  • Check to see if the juvenile is injured, smells of alcohol, or is under the influence of any drug.  If so, the referring officer must obtain a medical release

  • Process juvenile into livescan with photo and fingerprints

  • Enter juvenile in log book and JCMS

  • If accepted, fill out receiving form and have the referring officer must sign and date the receiving form before they leave

  • If release, notify parents/guardians, get a picture ID and have sign Conditions of Release

  • Read Miranda

  • Administer MAYSI: enter results into JCMS(notify counselors if necessary)

  • Administer Pre-PACT: enter into JCMS/Noble Assessments

  • Create folder for Probation Intake(Lubbock County only), create Detention folder

  • Pull detention file if juvenile has receive a previous referral

  • Put new referral paperwork in previous file

  • If decision to release is made, put in log book (chrono) remove from JCMS Detention screen

  • If detained, issue detention clothing, take all personal belongings and clothes, put valuables in safe, issue locker and place personal clothing in plastic bag and place in locker

  • Notify parents of detention and enter into log book (chrono)

  • Fill out Detention Criterion Form, Intake/Orientation Packet, Personal Property Inventory, Health Screening and Assessment (within 12 hours of intake), Terms and Conditions of Detention, Access to Health Care, Program Rules/Disciplinary Sanctions, Grievance Policy, Access to Mental Health Services, ANE, and Confidentiality.  Have juvenile read PREA Packet

  • Label bag of juvenile's clothes and belongings, place in locker.  Write locker number on PPI

  • Complete  behavioral screening form

  • Complete Probation Intake Procedures: Intake Interview form

  • Assign room and enter juvenile on Pop Report and refigure totals

  • Call for JSO to transport to assigned room

  • Take referral to Intake Supervisor

  • Perform other duties as assigned.

To be eligible for appointment as an probation officer a person must:  (1) meet NCIC/TCIC employment guidelines; (2) be of good moral character; (3) have acquired a bachelor's degree conferred by a college or university accredited by an accrediting organization recognized by the Texas Higher Education Coordinating Board; (4) have either:  (A) one year (24 hours) of graduate study in criminology, corrections, counseling, law, social work, psychology, sociology or other field of instruction approved by the commission or (B) one year experience in full-time casework, counseling, or community or group work:  (i) in a social service, community corrections, or juvenile agency that deals with offenders or disadvantaged persons; and (ii) that the commission determines provides the kind of experience necessary to meet this requirement; (5) have satisfactorily completed the course of pre-service training or instruction required by the commission; (6) have passed the tests or examinations required by the commission; and (7) possess the level of certification required by the commission.

SPECIAL KNOWLEDGE, ABILITIES AND REQUIREMENTS:

KNOWLEDGE OF:

Texas Family Code Title III; Texas Penal Code; Texas Juvenile Probation Standards; and Standards for Juvenile Detention Facilities.

ABILITY TO:

Utilize personal computer; work independently and efficiently; make informed decisions; perform public speaking; and effectively communicate in writing and orally.

REQUIRED TO HAVE:

  • Telephone;

  •  Valid Texas Driver's license;

  • An automobile; and

  • Liability insurance on the vehicle used for work purposes.

PHYSICAL REQUIREMENTS:

This job requires some light lifting (less than 50 lbs), the ability to run in response to emergencies, and custodial incidents, the ability to restrain juvenile offenders via HWC techniques, unlock doors, squat, bend and kneel.

WORKING CONDITIONS AND HOURS:

Work week will be flexible hours within a forty (40) hour time period.   The work week begins on Saturday and concludes on the following Friday.  Overtime will be compensated at either time and one half or time for time; depending upon the hours worked per week.
