Mission of the Department of Insurance:

To promote a stable insurance market through unbiased regulation and to protect the lives and property of every citizen in all 100 counties while fostering superior, user-friendly service, courtesy, and respect.

Primary Purpose of the Position:

The Insurance Regulatory Analyst I will participate in Life, Accident and Health market conduct examinations.  Assist with the preparation of a written report of the examination findings and give company officials direction.

Determine if policyholders for a company licensed to do business in North Carolina are being treated fairly and correctly according to North Carolina General Statutes.  To do this, the analyst looks to see that the company underwrites accurately, that claims are paid correctly and promptly, that both the company's advertisements and those of its agents are forthright and correct, and that the company follows its published guidelines.

Must apply knowledge of Life, Accident and Health insurance company practices and concepts.  Must have knowledge of statutes and regulations applicable to insurance companies or prior experience working with other legal and regulatory issues.

 Ability to interpret and apply laws and regulations, analyze information and evaluate the impact of company policies/procedures and practices.  Ability to communicate clearly both verbally and in writing.  Ability to work effectively with company management and professional staff.

Position is responsible for reviewing a variety of materials presented by Life, Accident and Health insurance companies. Complexity can vary by company.

 Each type of review has a different deadline, and the position is expected to manage their own time in a manner that allows them to meet deadlines and production/performance standards.   A high work load and tight time constraints are the norm and new and complex issues often arise out of the review of the work performed.

Market Conduct exams are performed remotely from the Department's location.  However, there may be some limited travel.

This position qualifies for a hybrid telework option with routine office and remote workday.

  • Working knowledge of insurance principles and practices and department regulation.

  • Working knowledge of mathematics, with some knowledge of the fundamentals of statistics.

  • Working knowledge of insurance rate-making procedures and practices, policy contract and manual provisions, or insurance company operations.

  • Experience interpreting and applying provisions of the insurance laws to rate filings or premium calculation.

  • Experience expressing oneself clearly and concisely in oral and written form.

  • Possession of professional designation appropriate to specialty area. (Ex FLMI, CPDU, CIC, CIE, AIE, MHP, etc.).

  • Experience working with and providing technical guidance to lower level analysts.

Knowledge of insurance company practices and concepts. Knowledge of statutes and regulations applicable to insurance companies or prior experience working with other legal and regulatory issues.

Ability to interpret and apply laws and regulations, analyze information and evaluate the impact of company policies/procedures and practices. Ability to communicate- clearly both verbally and in writing. Ability to work effectively with company management and professional staff.

Creativity, flexibility, willingness to consider new approaches and other viewpoints. Diplomacy and a strong customer-service ethic.Bachelor's degree in business or economics or a related program from an appropriately accredited institution and three years of experience in policy and rate examinations, underwriting, claims adjusting work, or financial/marketing analysis; or an equivalent combination of training and experience.

PREFERRED REQUIREMENTS:  KNOWLEDGE OF LIFE,  ACCIDENT AND HEALTH COVERAGE.

SPECIFICALLY UNDERWRITING REVIEW, CONSUMER COMPLAINTS, NONFORFEITURE BENEFITS REVIEW, UTILIZATION REVIEW, AND CLAIMS REVIEW. KNOWLEDGE OF WORD, EXCEL AND ACCESS. COMPLETION OF OR ENROLLMENT IN FLMI CURRICULUM OR OTHER RELEVANT INDUSTRY RELATED STUDY PROGRAM IS DESIRED.
