Summary

King County's Department of Executive Services (DES) is seeking an Insurance & Contracts Specialist (Project/Program Manager 2) to work within the Office of Risk Management Services who will perform a range of duties vital to insurance program development and maintenance, risk transfer formulation, and arrangement of contractual insurance provisions and requirements tailored to various County engagements.

This position functions with a considerable degree of independence and judgment, and interfaces with the County's insurance broker, attorneys, and departmental management and staff. The position requires a working knowledge of the principles of risk management as they relate to public entity exposures, commercial insurance, and loss control.

SCOPE OF JOB DUTIES:

  • Provide daily administration of insurance files, including maintenance of policies, insurance requests, review of policy and change endorsements, and assembling data as required or requested by the client, insurance broker, or underwriter.

  • Participate in the renewal and post-renewal process of County's insurance programs including gathering underwriting data, insurance renewal information, updating insurance schedules and summaries, and disseminating insurance information to clients.

  • Review and approve insurance documentation submitted by contractors, consultants and vendors.

  • Consult and support client departments on how to best handle risk-taking that aligns with their risk profile. Respond directly to clients concerning inquiries on risk transfer, the self-insurance program, and insurance coverage.

  • Advise clients and work alongside the County attorneys in review and negotiation of risk management issues for a wide range of contracts for construction, professional services, technology services, leases, and a variety of miscellaneous agreements.

  • Provide guidance on insurance requirements for various County contracts.

  • Coordinate and administer various property loss control functions including site visits, recommendation compliance, and implementation of our property carrier's risk improvement plan.

  • Manage the County's statement of values and COPE data for its property insurance carrier.

  • Participate in assembling and formalizing supporting documentation for first party claims on the County's property and ancillary insurance policies and provide assistance with filing and pursuit of insured claims.

  • Administer public official bond files and provide assistance with client notary bond requests.

  • Communicate with external entities, insurance professionals and attorneys, other public agencies, and the general public.

  • Support the County's goals and initiatives regarding equity and social justice.

WE ARE LOOKING FOR CANDIDATES WHO: At a minimum, the successful candidate must demonstrate knowledge, skill and ability to:

  • Have a background in providing risk analysis, risk assessment, and/or contractual language review and negotiation.

  • Are knowledgeable of risk management principles and practices.

  • Possess technical knowledge of commercial insurance programs. A high level of technical knowledge in at least one of the following areas: layered property and excess casualty programs, cyber liability, marine, aviation, and fiduciary liability programs.

  • Can work independently and with clients on complex issues utilizing technical knowledge of risk management principles.

  • Demonstrate excellent reading comprehension, reasoning, written and oral communication skills including the ability to present concise and articulate analysis in both written and spoken form.

  • Can negotiate skillfully in complex situations with both internal County clients and external groups.

  • Possess, or dedicated to acquiring at least one industry related designation (e.g. ARM, CPCU, CRM).

  • Are proficient in using an office productivity suite, in addition to RMIS systems. The County uses Microsoft Office 365 and Origami.

  • Demonstrate strong attention to detail and excellent organizational and time management skills with the ability to handle multiple tasks and meet deadlines.

  • Enjoy working collaboratively and effectively as a team member.

  • Are a champion for equity & social justice and are comfortable having candid and sincere conversations with all employees about race and equity in the workplace.

Hybrid Work

The work associated with this position will be performed approximately 90% remotely and 10% in the office, in beautiful Downtown Seattle in the King Street Building. There are hundreds of great lunch spots and transit options within walking distance. Employees will be provided a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Employees must reside in WA state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
