Basic Function

HF Sinclair in Anacortes, WA is seeking an Instrument Engineering Supervisor. This position is responsible for instrument engineering and SIS system engineering support to the refinery.

Job Duties

ESSENTIAL JOB DUTIES/RESPONSIBILITIES: (functions considered essential as defined by ADA)

  • Responsible for supervision and development of the instrumentation discipline team, site instrumentation and SIS Strategy development, and site Internal Standards and Compliance with PSR and External Standards

  • Provides Technical Authority for Run & Maintain, TA, and Projects.

  • Leads Instrumentation Assurance Plan (design, repair, storehousing, replacement, documentation)

  • Contract Holder, as applicable, for various contracts.

  • Provides technical assurance for all work within their scope, assuring delivery of department technical strategy and compliance with company and industry engineering standards and best practices.

  • Contributes to site and corporate strategy development in Instrumentation and SIS systems. Identifies and pursues tactics to keep site aligned with instrumentation and SIS system strategy and goals.

  • Interprets industry standards and legal requirements related to instrumentation and SIS systems.

  • Applies Management of Change work process for all aspects of instrumentation/control and SIS systems in the refinery, assuring that all such work is sufficiently evaluated and correctly executed. Identifies and helps realize work process improvement opportunities

  • Participates in shared off-hours response as such need may arise, either directly or at the request of another team member

  • Provides direct support to maintenance and production departments. Applies Management of Change work process for all aspects of instrumentation/control and SIS systems in the refinery, assuring that all such work is sufficiently evaluated and correctly executed

  • Provides pertinent scope, including PM and inputs to the J factor scope reviews for TA

  • Develop instrumentation and valve plans for T/A activities and provide workscope justifications using risk based assessments

  • Approve QA/QC plans to be used to execute instrumentation work

  • Assures appropriate instrumentation documentation is updated

Special assignments or tasks assigned to the employee by their superior, as determined from time to time in their sole and complete discretion.

Experience

A minimum of 5 years refinery, chemical or similar manufacturing experience in instrument engineering.

Education Level

A minimum of a Bachelor's Degree in Engineering.

Required Skills

Advanced instrumentation technical skill, including specification, design, demonstration of availability, obsolescence planning, maintenance practices, etc. Excellent interpersonal skills, and ability to lead and direct the work of others including maintenance, operations, engineers, contractors, etc.

Strong, audience appropriate verbal and written communication skills; comfortable taking a persuasive stance to establish and defend technical strategy. Strong problem-solving skills required. Demonstrated history of establishing and achieving personal and site goals, and inspiring of others to do the same.

Extensive knowledge of DCS, PLC, and field instrumentation including, but not limited to; pressure, temperature, flow, level and equipment monitoring and controls; DCS systems; PLC implementation and use including safety PLCs. Must be able to work effectively with all levels of the organization as well as external parties such as vendors and contractors.

Supervisory/Managerial Responsibility

Expected to act as leader of formal and informal teams; and to guide team members in accordance with HF Sinclair values and site strategy during challenging circumstances such as incident investigations or abnormal operational situations.

Work Conditions

Office and plant based with up to 10% travel by land and air required. Petroleum refinery, warehouse/plant environment, out-of-doors environment and driver based environment including but not limited to chemicals, pressure vessels, tanks, rotating equipment, fumes or airborne particles, loud noise, vibrations, working in confined spaces, and exposure to the risk of electrical shock.

Subject to all temperatures, weather and varying road conditions. Subject to long hours and on call 24/7.

Physical Requirements

Job conditions require standing, walking, sitting, twisting stooping, crouching, kneeling, talking or hearing, making visual inspections, making precise hand and finger movements, reaching or grasping, lifting and/or carrying up to 40lbs, pushing and/or pulling up to 40lbs, climbing up to 180ft, ability to operate and drive all assigned company vehicles at company standard insurance rates is essential, perceiving color differences, wearing personal protective equipment (beards not permitted), and strenuous physical activity.

Salary Range: The salary range includes the minimum, midpoint, and maximum base salary values. A candidate's offer can vary depending on differentiating factors, including but not limited to education, training, or experience.

This position has a salary minimum of $119,600.00 and maximum of $215,200.00.
