The City of Thousand Oaks is seeking an Instrumentation & Electrical Technician/Senior Instrumentation & Electrical Technician to join our team!

We are seeking a highly motivated, safety-forward, resourceful, and technically skilled team player to perform a variety of duties in the Water Division at the City's Municipal Service Center (MSC), primarily working with water pump stations and reservoirs. The position may also involve providing support to other Public Works divisions, including Landscaping, Street Maintenance, and the Hill Canyon Treatment Plant (HCTP).

Primary Responsibilities

  • Identify and perform a variety of maintenance repairs and installations and calibrations on water distribution system instrumentation, electrical equipment and facilities, including but not limited to:

  • Process measurement devices including level, flow, pH, temperature, and process chemical level/residual

  • High and low voltage electrical equipment including Motor Control Centers (MCCs), AC and DC motors, transformers, power panels, wireways, fixtures, receptacles and disconnect switches

  • Various motor control equipment and devices including variable frequency drives, motor controllers, adjustable speed drives, relays, timers and indicating devices

  • Maintain and upload/download from programmable logic controllers (PLC) and field human-machine interface (HMI) projects

  • Perform prescribed preventative maintenance procedures on all relevant equipment

  • Actively participate in maintaining a clean and safe work environment

  • Order necessary parts to maintain equipment or construct replacement parts

  • Respond to night and weekend emergency calls as needed

In addition, the Senior Instrumentation and Electrical Technician shall:

  • Train assigned employees in their areas of work

  • Verify the work of assigned employees for accuracy, proper work methods, techniques, and compliance with applicable standards and specifications

  • Supervise the use, care, and operation of process control instrumentation, electrical, and related equipment; research, evaluate, and make changes to improve the preventative maintenance program and equipment performance

  • Identify safety issues and correct them and ensure adherence to a high level of safe work practices and procedures

  • Oversee and participate in planning the installation of new or improved electrical and electronic systems, equipment, and machinery; lead and train City staff on operation of new or modified systems

  • Provide technical advice and support to operators, supervisors, City engineering staff, and outside agency personnel; work closely with private control system design and engineering teams

  • Oversee development and oversight of a Preventative Maintenance Program including training and adherence to best standards of electrical safety principles and practices

  • Direct contract employees performing electronic or electrical installations and repairs

  • Program, install, maintain, modify, and upgrade Software Control Programs that are utilized in programmable logic controllers and operator interface devices, including Supervisory Control Data Acquisition (SCADA) systems

Ideal Candidate

The Ideal Candidate should possess:

  • High school diploma or equivalent

  • A minimum of four years of experience (5 years for Senior position) in troubleshooting, repair, design, installation, maintenance and calibration of electrical and instrumentation equipment, observing local and NEC regulations

  • Demonstrated ability to effectively troubleshoot and solve problems

  • Excellent customer service and attention to detail and quality

  • Commitment to safe work practices and a clean and efficient work environment

  • Strong work ethic and ability to work independently and adjust priorities to accomplish objectives

  • Knowledge of effects of hazardous chemical conditions encountered in a water distribution plant

  • Instrumentation & Electrical Technician: California Water Environment Association (CWEA) Electrical/Instrumentation Grade I certificate is desirable. This can be obtained after hire if not already held.

  • Senior Instrumentation & Electrical Technician: California Water Environment Association (CWEA) Electrical/Instrumentation Grade III certificate is desirable. This can be obtained after hire if not already held.
