  • This position may be designated Critical Acquisition Position (CAP). You must be a member of the Acquisition Corps, become a member, or obtain a waiver at the time of selection and sign a three-year tenure agreement prior to assuming the position.

  • Successful completion of a pre-employment drug test (including marijuana) may be required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You may be subject to random testing.

  • You may be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.

  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. Those selected for a supervisory position will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

  • Position selected for may or may not be under a bargaining unit.

  • Warrant authority above the small purchase threshold may be required.

  • Positions may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

  • Positions may be eligible for part time, full time or ad-hoc telework at the discretion of management

Qualifications

In addition to the basic education requirements, applicants must meet the following minimum qualifications:

GS-07 (or equivalent pay band): Your resume must also demonstrate that you have at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector planning and coordinating components of instructional design based on the findings of occupational analysis.

GS-09 (or equivalent pay band): Your resume must also demonstrate that you have at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector developing innovative and effective methods for education or training program improvements.

GS-11 (or equivalent pay band): Your resume must also demonstrate that you have have at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector reviewing and revising instructional materials for courses or occupations in accordance with specific learning objectives.

GS-12 (or equivalent pay band): Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector conducting analyses of occupational areas or jobs to determine the requirements for revision of existing instructional systems or development of new training programs.

GS-13 (or equivalent pay band): Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector providing recommendations from study results that may relate to admissions policy, coverage of courses, instructional methods, student counseling, or aspects of the education or training program.

Education

Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

You must have successfully completed a 4 year course of study in an accredited college or university leading to a bachelor's or higher degree that included or was supplemented by at least 24 semester hours appropriate to the work of the position. Course work must include study in at least four of the five following areas: 1) Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. 2) Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. 3) Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. 4) Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. 5) Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.

Applicants may substitute education for experience in the following situations:

GS-07 (or equivalent pay band): Your resume must demonstrate that you have successfully completed one full year of graduate level education OR you have successfully completed a bachelor's degree with superior academic achievement.

GS-09 (or equivalent pay band): Your resume must demonstrate that you have successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree.

GS-11 (or equivalent pay band): Your resume must demonstrate that you have successfully completed a Ph.D. or equivalent doctoral degree OR you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.

NOTE: Education and experience may be combined for all grade levels for which both education and experience are acceptable.

VIEW JOBS 5/15/2019 12:00:00 AM 2019-08-13T00:00 Overview The Regional Instructional Specialist (RIS) serves three primary roles as a member of the Catapult Schools ACI Team* (Assessment, Curriculum, & Instruction). The goal of the Catapult Schools ACI Team is to create MODEL programs company-wide based on the latest research-based "best practices" for assessment, curriculum, and instruction. The Regional Instructional Specialist reports directly to the Senior Vice-President Academics. Regional Vice-Presidents and Regional Directors work in coordination with the RIS to determine ACI priorities for individual schools. Responsibilities Evaluate use of specific programs, materials, and methodologies utilized by schools in the region according to a three-tiered system defined by student need and make recommendations for additional materials. Tier 1: MOI appropriate to students on grade level and up to one year below. Tier 2: MOI tailored to the needs of specific students not responding sufficiently to Tier 1 program, materials, and methodologies. These students are two or more years below grade level. Tier 3: MOI that are research-based interventions designed to address specific skill deficits in a highly systematic and intensive manner. These students are three or more years below grade level. Support schools in the implementation of all ACI initiatives through consultation, collaboration, and delivery of professional development aligned with the "Model Manual for Data-based Individualization and Intensive Academic Interventions." Support schools in the development of the Individual School Plan (ISP); monitor progress towards stated goals; and obtain resources to assist schools in achieving the goals. In addition to acting in this capacity, the Regional Instructional Specialist will conduct regular on-site school visits to provide guidance on a variety of resources and ensure quality control and implementation. Monitoring implementation of the ACI Compliance Tool; ABLE Lesson/Unit Plan; 4-Step Student Plans; Top 15 Classroom Essentials/Quality Standards; Daily Plans; Quarterly Performance Standards; Monthly IEP Progress Tracking; and Individual School Plans (ISPs) are examples of metrics utilized to ensure uniform quality programs across all schools. Other Responsibilities: Participate in the development and implementation of regional professional development, Attend the annual meeting for Regional Instructional Specialists. Assist schools in analyzing all assessment data and, subsequently, collaborate with school directors with to make instructional decisions based on data. Collaborate with Senior Vice-President Academics, Director of Web Technology & School Support, and Director of Quality Assurance, as needed, to make data-based decisions and select appropriate materials. Utilize Educational Quality Index (EQI) data to identify ACI priorities for each school.
