The Learning and Resource Center at WRMA is seeking a self-motivated, creative, and dependable individual to join our growing team as an Instructional Designer/Editor. The individual selected for this position will play a key role in developing learning and other resource content for numerous projects within our organization. Content may vary from single- or multi-page reference material to full curriculum technical training materials in various modalities.


Responsibilities include, but are not limited to:

  • Working with Subject Matter Experts (SME) and identifying target audience needs

  • Creating engaging learning activities and compelling course content

  • Collaborating with the Learning and Resource Center team and other project team members to determine the best medium and approach for content development

  • Reviewing and editing content for formatting consistency across projects

  • Transforming generic content into creative and engaging formats to improve audience consumption and retention

  • Applying adult learning theory and instructional design best-practices

  • Completing other duties as assigned


The ideal candidate will possess the following qualifications and skills:


  • Bachelor's degree in Information Technology, Business Administration, Communications, Instructional Design or related field

  • Minimum 2-3 years' experience with instructional design, technical writing, desktop publishing, or related field

  • Minimum 2-3 years designing and developing learning content in various modalities (user manuals, reference guides, e-learning, simulations, demonstrations, etc.)

  • Proficiency in MS Office Suite

  • Efficiency in various authoring tools (Adobe Captivate, Adobe RoboHelp, Articulate Storyline, or other) and webinar platforms (Adobe Connect, WebEx, other)

  • Understanding of adult learning theories and instructional design models

  • Proven experience quickly learning complex systems

  • Ability to work with minimal supervision and guidance

  • Ability to be productive independently and as part of a team

  • Ability to travel periodically (5-15%)


  • Master's degree in Instructional Design, Adult Learning Theory, or related field

  • 3-5 years' experience with instructional design, technical writing, or related field

  • 3-5 years' experience working with state and federal government projects (Human Services experience strongly preferred)

  • In-depth knowledge of adult learning theories and instructional design models

  • Strong graphic design instincts

  • Demonstrated proficiency in Adobe Creative Suite products

  • Demonstrated proficiency in Section 508 Compliance development/editing

  • Experience publishing to and administering an LMS


  • Work in enclosed office with controlled temperature climates

  • Long periods of sitting

  • Long periods of computer use

  • Lifting up to 25 pounds

  • Long periods of focus and detail orientation

Supervise staff; maintain MCPS instructional materials¿ approval databases; supervise and maintain examination center of new print, non-print, and electronic materials; observe and analyze the selection process used by school library media specialists; facilitate evaluation and selection meetings for print, non-print, and electronic collection development for school library media specialists; facilitate evaluation and selection meetings for content supervisors as necessary; and facilitate the Citizens Request of Reconsideration of Instructional Materials process. CERTIFICATE LICENSE: Meets Maryland State certification requirements in school library media programs and Administrative and Supervisory certificate. KNOWLEDGE, SKILLS, and ABILITIES: Thorough knowledge of: current trends in print, non-print, electronic resources Pre-K12; MCPS policies and procedures for evaluation, selection, ordering, and processing of instructional materials. Thorough working knowledge of: MCPS online financial management systems; library circulation systems; and union catalog. Ability to work with principals, central services and school staff, library media specialists, parents, and others in the delivery of an effective evaluation, selection and approval program. Excellent human relations and oral, written, and electronic communications skills including an ability to solve problems as they arise. EDUCATION, TRAINING, and EXPERIENCE: Master's degree from an accredited college or university in library media or information sciences with course work in curriculum development, instruction, and administration. Other combinations of applicable education and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
