Instructional Designer, Senior

Key Role:

Analyze the design, development, and delivery of instructionally sound instructor-led training (ILT) courses and Webinars for a large-scale healthcare initiative. Ensure the integrity of task analyses, training requirements, training hierarchies, instructional materials, and evaluation plans. Interact with clients, subject matter experts (SMEs), and team members, including leads, developers, editors, and 508 specialists to develop and ensure the technical accuracy of content for learning events. Assist with the delivery of approximately 50+ events per year, including registration, facilitation, and post-event reporting. Maintain a tracker of events and products and assist with the accreditation process.

Basic Qualifications:

  • 8+ years of experience with learning analysis and strategy, content design and development, content delivery, learning technology, and learning evaluation

  • 5+ years of experience as an instructor or facilitator

  • Experience with Webinar development, virtual instruction, and user documentation, including guides, job aids, and case studies

  • Knowledge of adult learning principles and the application of these principles

  • Ability to work with stakeholders at all levels of an organization

  • Ability to be a self-starter, manage multiple tasks, and thrive in a fast-paced environment

  • Ability to obtain a security clearance

  • BA or BS degree

Additional Qualifications:

  • Experience with consulting and delivering professional services to the federal government

  • Experience with Section 508 requirements

  • Experience with Microsoft Office at an advanced level

  • Experience with creating templates and standards

  • Ability to translate information, develop insights, and work alongside SMEs

  • Ability to travel to the client site in Silver Spring, MD on a regular basis

  • Possession of excellent leadership, analysis, and data gathering skills

  • Possession of excellent oral and written communication skills

  • BA or BS degree in Education, Instructional Design and Technology, or Communications preferred; MA or MS degree in Education, Instructional Design and Technology, or Communications a plus

Coordinates and oversees the Department of Elementary Curriculum and District-wide Programs, including the Division of Accelerated and Enriched Instruction, Elementary Integrated Curriculum Team, ESOL/Two Way Immersion, Division of Title I and Early Childhood Programs and Services, Division of Consortia Choice and Application Program Services, and School Library Media Programs; the Department of Secondary Curriculum and District-wide Programs, including Science, Technology, Engineering, and Mathematics; Arts and Humanities; Outdoor Environmental Education Programs; Career and Postsecondary Partnerships and Perkins; Foundations Office; Interim Instructional Services and Online Learning; and Secondary Special Programs. Works collaboratively with district personnel and other executive staff members to support the system's goals, regulations, Board policies, and procedures. As a member of the senior leadership team, the associate superintendent works with the Board of Education, community members, interest groups, and the business community to improve outcomes for ALL students. CERTIFICATE LICENSE: Meets Maryland state certification requirements for Administrator I and II and completion of Observing and Analyzing Teaching I and II or completion within one year of position start date. KNOWLEDGE, SKILLS, and ABILITIES: Familiarity with public school laws, the bylaws of the State Boards of Education, and policies related to instructional programs, budget, and facilities. Demonstrates ability to develop and deliver instructional resources that support the curriculum and improve academic performance for ALL student populations. Skilled at re-envisioning, building, inspiring and managing a team, especially in a time of growth and change. Ability to use multiple sources of data and educational technologies to diagnose strengths and needs of schools and students to provide differentiated support. Exceptional conceptual, analytical, organizational, and management skills. Excellent oral and written communication and interpersonal skills. Ability to build coalitions among diverse stakeholders and work with other offices to support student learning. EDUCATION, TRAINING, and EXPERIENCE: Doctorate degree desirable. Master's degree from an accredited college or university in educational administration, supervision, or course work in curriculum development. Three or more years of relevant experience in providing leadership in planning, developing, and implementing curriculum and instructional programs that meet the needs of diverse populations or in leading schools with improvement in student outcomes. Experience in designing, delivering, implementing, and evaluating comprehensive professional learning that enhances adult practice and improves outcomes for students. Demonstrated success in observing, analyzing, and evaluating staff performance. Experience in project management to support the planning, development, and implementation of systems to track, monitor, and evaluate the diverse functions and programs of the office. Demonstrates cultural competency and a deep understanding of complex issues facing a large, diverse school district. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
