Position Summary

This position will provide program management services to the Wisconsin Army National Guard, Installation Status Report (ISR) program. This position is responsible for managing the State ISR Program to include Infrastructure, Services, Services Cost Data, and Mission Capacity, on a full-time dedicated basis.

This position maintains systems for data collection, data capture, and quality control compliance. Data is used to track performance, pacing measures, personnel, and resources to present trend analysis over multiple years as well as recommendations for strategic planning and performance metrics. The position will conduct facility infrastructure inspections.

The ISR Infrastructure includes approximately 1.5 million square feet of Readiness Centers, 350,000 square feet of maintenance facilities, 215,000 square yards of civilian vehicle parking and roads, 230,000 square yards of government vehicle and equipment parking, and other supporting facilities such as security fencing and lighting, concrete pads and access aprons, loading docks, ramps, etc. ISR Services encompasses Command Support, Soldier and Family Support, Supply Services, Utility Services, Transportation Services, Environmental Services, Security Services, Personnel Services, Medical and Training.

Areas within the scope of ISR-Mission Capacity are Air Quality, Energy Security, Renewable Energy, Land Use and Planning, Water Quality, Materials Management such as Hazardous Waste/Hazardous Materials and Solid Waste, Cultural Resources, Environmental Cleanup, and overall environmental quality of the Wisconsin Air National Guard. Ultimately the ISR program affects the mission readiness of approximately 7,500 Army National guard Soldiers.

Salary Information

Starting pay is $26.34-$36.00 per hour ($54,787-$74,880 annually). This position is in Pay Schedule/Range 07-03. A 12-month probationary period will be required. Pay on appointment for current or former state employees is based on the State Compensation Plan.

Job Details

  • This position requires a valid driver's license upon hire and as a condition of continued employment

  • This position requires possession and continued maintenance of a Common Access Card (CAC) for the purpose of accessing a federal computer system or application which is required to perform an essential job function. Acquiring a CAC requires the successful completion of a vetting and background check process.

  • Overnight travel at times, ability to drive to locations throughout the entire state. When driving to the northern regions, multiple site inspections may be scheduled and can take 3-4 days.

  • Occasional lifting of up to 25 lbs. and the ability to walk the entire property which may contain rough terrain and weather extremes.

  • All new employees are required to attend a New Employee Orientation course the first business day (Monday; Tuesday if Monday is a state holiday) of their first pay period.

  • The Department of Military Affairs does not sponsor work visas at the time of hire or anytime during employment. All persons hired will be required to verify identity and eligibility to work in the United States and complete the required Employment Eligibility Form I-9.

Qualifications

Minimally qualified applicants will have training and experience in the following:

  • Program oversight which includes analysis of program needs, identifying and coordinating program subject matter experts, establishing action items, establishing goals for program development and implementation, and creating procedures to implement

  • Collecting, organizing, and compiling data in order to write reports for recommend actions

  • Computer productivity software to include MS Word, Excel, PowerPoint, Project, Access

  • Working with a diverse array of stakeholders and customers

Well qualified applicants will have the following experience:

  • Working with and following state and federal regulations, administrative rules, guidance, and plans, particularly as they relate to emergency management

  • Providing formal presentations/training

  • Managing projects from planning and strategy to research, collaboration, execution and/or distribution

  • Conducting physical inspections of different types of buildings and structures
