This technical position is responsible for inspecting construction related projects to ensure compliance with approved plans, specifications, and contract documents. The inspector will perform inspection of commercial buildings, storm water management facilities, site development, parkland development, transportation-related projects, and other County owned assets. Supervision is received from the Program Manager, Office of Construction Inspection.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES

  • Perform on-site inspections of construction projects such as vertical buildings, storm water management, site work development, transportation-related projects and parkland development capital improvement projects

  • Coordinate with contractors regarding adherence to contract specifications and Frederick County Codes

  • Conduct field tests on sample material such as sub-base material, concrete, earthen fill, and asphalt

  • Check supplies, materials and equipment against the specifications and for defects or damages

  • Prepare and submit project reports and records of work performed

  • Document and administer all project records (e.g. logs, RFI's, RFP's, requisitions, etc.) on projects assigned

  • Inspection duties may include:

  • Utility connections: record lengths, type of material and depth of installation; monitor backfill; check for grade and alignment check building details and complete accurate as-built information for Frederick County; Coordinate with other user agencies in Frederick County

  • Perform other related duties as required

QUALIFICATIONS AND REQUIREMENTS

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

INSPECTOR I REQUIREMENTS:

  • High school graduation, or the equivalent

  • Minimum 1 year of construction and inspection work experience in one or more of the following fields: utility installation (water, sewer, storm drain), building construction, storm water management construction, transportation-related projects, and/or parkland development construction

  • Possession of a valid automobile operator's license

INSPECTOR II REQUIREMENTS:

  • High school graduation, or the equivalent

  • Minimum 3 years of construction and inspection work experience in one or more of the following fields: utility installation (water, sewer, storm drain), building construction, storm water management construction, transportation-related projects, and/or parkland development construction

  • Possession of a valid automobile operator's license

  • NOTE: Additional related education may substitute for a portion of the work experience requirement

KNOWLEDGE / SKILLS / ABILITIES:

  • Ability to maintain County Authorized Driver privileges

  • Knowledge of construction standards and specifications, construction materials, equipment, tools and methods related to the above projects

  • Knowledge of local, State and Federal construction standards, specifications, building codes and other construction requirements

  • Knowledge of architectural and civil engineering practices, mathematics, stages of construction and testing and inspecting procedures

  • Knowledge of construction schedules and stages of construction

  • Knowledge of pavement management and placement of hot mix asphalt

  • Working knowledge of civil engineering practices, surveying practices and principles, and mathematics

  • Working knowledge of potential hazards associated with this type of work, with ability to effectively initiate and enforce appropriate safety precautions

  • Ability to read and interpret blueprints, plans and specifications

  • Ability to access and utilize computerized systems and equipment

  • Ability to demonstrate sound technical judgment in the performance of assigned duties

  • Strong and effective spoken and written (English) communication skills, including the ability to write and maintain clear, concise reports and records

  • Ability to develop and maintain effective working relationships with co-workers, contractors and the general public

PREFERENCE MAY BE GIVEN FOR:

  • Work experience performing construction-related inspections

  • College coursework related to the construction trade

  • Experience with construction management software

PHYSICAL REQUIREMENTS / WORKING CONDITIONS:

  • While working in this position, the employee is required to frequently walk, stoop and drive; occasionally climb, and reach; and rarely crawl

  • While working in this position, the employee is required to constantly wear protective equipment; frequently work outdoors, walk on uneven ground, work in hot temperatures above 100 degrees and cold temperatures below 32 degrees, work in dirty, dusty and noisy environments and hear machinery; occasionally work indoors, work in confined spaces, work at heights and rarely below ground level

  • Available to work irregular hours as needed due to contractors' schedules, and available on-call for emergency situations
