Responsibilities

This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 .

As a INNOVATION PROJECT MANAGER at the GS-0301-13/14 some of your typical work assignments may include:

  • Represents or assists the Chief, Nuclear Detection Division, and the Director, Nuclear Technologies Department, by providing authoritative technical information to officials of the Department of Defense; Department of State; Department of Energy; Department of Homeland Security, and other agencies as required, to formulate policy in monitoring of foreign proliferation of nuclear weapons of mass destruction.

  • Serves as the Project Manager, delegated complete authority for planning, organizing, tracking, monitoring, control, coordination, and execution of extremely complex projects.

  • Forms program/project review teams and leads technical evaluation of research proposals, consolidates input of supporting reviewers and makes recommendations to the Source Selection Authority.

  • Assists in developing acquisition strategies for the full life cycle of potential projects and advocates allocation of funding to those projects.

  • Represents DTRA in meetings of national and international technical experts for the purpose of identifying and evaluating potential technological approaches for treaty implementation and compliance provisions.

  • Serves as the DTRA technical representative to research institutions under contract or grant.

Occasional travel - Travel in the performance of temporary assignments may be required up to 20% of duty time.

Qualifications

You may qualify at the GS 13 , if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below:

  • Supervising or directing administrative specialists, scientists, technologists, test managers and program managers.

  • Creating, gaining approval for, and executing new, innovative technology programs designed to address difficult problems. Applicant must be able to communicate those programs as a coherent strategy that advances the Agency's mission.

  • Leading, managing, or overseeing diverse and complex research and development efforts, to include test and evaluation. Experience establishing and leading large, multi-disciplinary teams of subject matter experts related to the fields nuclear detection, nuclear effects, nuclear forensics, and/or nuclear survivability.

  • Identifying and building working relationships with a customer, discerning technological requirements from that customer, and working towards transitioning the technology.

You may qualify at the GS 14 , if you fulfill the following qualifications:

  • Leading, managing, or overseeing diverse and complex research and development efforts, to include test and evaluation. Experience establishing and leading large, multi-disciplinary teams of subject matter experts related to the fields nuclear detection, nuclear effects, nuclear forensics, and/or nuclear survivability.

  • Identifying and building working relationships with a customer, discerning technological requirements from that customer, and working towards transitioning the technology.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Responsibilities Daily Tasks:Serves as the project manager for a large, complex task order (or a group of task orders affecting the same migration system). Assist the Program Manager in working with the Government Contracting Officer (KO), the task order-level COR and COTRs, Government management personnel and customer agency representatives. Responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner. The Cybersecurity Task Order Project Manager primary job responsibilities will include: * Performs enterprise wide horizontal integration planning and interfaces to other functional systems. * Track the authorization status of Information Systems (ISs) (Platform IT (PIT), IT Services and IT Products) that includes expiration of all authorization decisions (e.g. Interim Authorization to Test (IATT), Authorization to Operate (ATO), ATO w/Conditions) and the submission of RMF packages throughout the system's development lifecycle. * Coordinate with or participate in meetings, with other Federal, DoD, DLA, and private/ industry organizations. * Ensure Quality Assurance and continual process improvement in the delivery of IT security services. * Provide guidance and respond to inquiries from PM/SM, ISSM, ISSO, and other Client's personnel on the DoD/Client's RMF process, current status of submitted packages, and their authorization status. * Review IT security documentation (e.g., artifacts, Plan of Actions and Milestones (POA&Ms), actual assessment results) provided with an authorization request and provide information to support the RMF reviews. Supported Technologies: * eMASS * Sharepoint * Office Products Qualifications Desired Skills: * Three (3) years of DLA Cybersecurity experience. * Three (3) years of DLA Information Technology (IT) experience * Experience with DISA SRGs and STIGs. Required Skills: * Demonstrated leadership experience in projects of similar size and complexity. * Six years general IT experience. * Six years Cybersecurity experience. * Must possess a DOD Secret Clearance * DOD 8570.01 IAM level III (CISSP, CISM, or GSLC) * Must possess a Risk Management Professional credential * Must possess a Project Management Professional (PMP) certification or equivalent * Strong knowledge of RMF.
