Responsible for managing the planning, design, construction, and post construction procedures of storm water projects authorized by the Board of County Commissioners. Primary function is to manage the subdivision of Field Operations technical and non-technical staff in the execution of major stormwater and maintenance infrastructure projects.

In the event of a natural or man-made disaster that may threaten the area, the employee will be required to perform emergency duties as directed.

Responsible for the operation and maintenance of the divisions infrastructure management system.

Inspects, evaluates, records, and reports the condition of County roadways in accordance with the Infrastructure Management System requirements.

Plans, assigns, and provides lead direction to technical staff conducting field reviews and inspections of roadways.

Assists in the long-range planning of the department's roadway and bridge construction and maintenance program.

Performs project field inspection duties as needed.

Prepares reports that prioritize various infrastructure conditions and define maintenance strategies to optimize the available funding.

Provides input and assists administration with the annual budget and infrastructure condition report.

Provides training for assigned personnel.

Represents the department and the County at various committee and community meetings as required.

Performs work related to this job description as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Significant knowledge in infrastructure management systems and principles including road, bridge, etc. preservation, rehabilitation, construction and reconstruction practices.

Significant knowledge in infrastructure management software applications and rating criteria as well as Computer Assisted Drafting (CAD).

Significant knowledge in infrastructure construction inspection tasks.

Significant knowledge in applicable Federal, State, County, Department, and Division laws, rules, policies and procedures.

Significant knowledge in techniques for dealing effectively with and providing a high level of customer service to all individuals contacted in the course of work.

Ability to understand and communicate with technical personnel involved in the design and construction of county infrastructure and roadway.

Ability to assemble and analyze information and prepare clear concise and comprehensive reports, correspondence and other documents appropriate to present conclusions and recommendations.

Ability to use computers for various software applications, including infrastructure management applications and rating criteria, computer-assisted drafting (CAD), word processing, data bases, spreadsheets, internet, and email, operate and maintain a variety of office equipment as necessary in the performance of daily activities.

Ability to organize and prioritize a variety of projects and multiple tasks in an effective and timely manner; set priorities and meet critical time deadlines.

Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering and five (5) years of progressive experience in the design, development, or execution of stormwater and/or infrastructure projects.

Additional qualifying education and/or experience which provide the necessary knowledge, skills and abilities may be substituted one for the other on a year for year basis.

CERTIFICATES, LICENSES, REGISTRATIONS:

Must possess a valid Florida Driver's License

Registration as a Professional Engineer in the State of Florida.
