Job Description and Duties

Under the general direction of the Information Technology Supervisor II, in the Administration and Governance Section (ADGOV), Compliance and Asset Management Unit, Information Systems Division (ISD). The incumbent leads and manages the staff supporting the State Controller's Office (SCO) Asset Inventory Control Unit (AICU) and Telecom staff. The incumbent must have in-depth experience and possess extensive knowledge of State policies, guidelines, and procedures, be able to effectively interpret them and communicate with internal and external staff. Incumbent is expected to regularly research, analyze, engineer, document, and implement business process improvements in support of the Information Systems Division goals and objectives, as well as, direct staff workload in support of those responsibilities. Incumbent must possess the ability to motivate, prioritize, problem solve, and lead other individuals and groups.

Duties and Responsibilities:

  • Incumbent is responsible for establishing priorities, directly and thoroughly subordinate staff, allocating staff and other resources; and monitoring the progress of activities relative to the support of the SCO's Information Technology (IT) Asset Management system and SCO's computer and smartphone refresh activities. This includes advising ISD management on proposed and actual IT asset transactions related to the full lifecycle of varying IT assets administered and tracked by SCO. The incumbent is expected to oversee the tracking of IT assets and prepare monthly IT reports for dissemination to management.

  • Incumbent is responsible for ensuring the enforcement of rules and regulations through a complete understanding of the Statewide Information Management Manual (SIMM), State Administrative Manual (SAM), the State Contracting Manual (SCM), and the CA Department of Technology requirements.

  • Incumbent is responsible for providing IT administrative oversight, ensuring relevant IT best practices are applied to capital and non-capital IT assets. Guides and mentors AICU staff, oversees daily workload to ensure compliance with State departmental requirements, and reviews and validates intake activities within the FI$Cal system. Prepares special reports for IT capital and non-capital IT assets, in compliance with State IT policies.

  • Evaluates and prepares technology policy recommendations relative to SCO's strategic goals and program requirements, including presentations and recommendations to Senior and Executive management in the following areas: IT Asset Management, IT hardware compliance, desktops, monitors, laptops, printers and personal communication devices (smart phones).

  • In accordance with ISD's Customer Experience (CX), strategy, incumbent provides direction regarding management capital and non-capital IT assets throughout their lifecycle in coordination with Network and IT Support Desk teams. Provides technical advice to customers during the development of specifications and consults with customers on external information technology hardware, software, networking tools and IT services.

  • Develops effective solutions to customer problems and questions, and efficiently answers customer inquiries to solve problems, review submissions, and provide recommendations on IT products. Evaluates the feasibility of adopting new methods to enhance customer satisfaction. Directly or through subordinate staff, incumbent issues, revises, maintains and communicates SCO's technology usage guidelines and annual filings.

  • Incumbent supports an environment of continual process improvement, integrating and documenting administrative, technical and business processes to gain sustainable efficiencies in the support of SCO's complex technology initiatives.

  • Prepares reports related to AICU or related functions. Act as a back-up for IT Supervisor II as needed and knowledge transfers with Administration and Governance Section (ADGOV) areas not directly under this position. Attends meetings directly/indirectly related to ISD and ADGOV functional areas.

  • Travel is required to customer locations.

  • Incumbent leads and participates in the development of IT methodologies and standards based on service delivery frameworks such as the Information Technology Infrastructure Library (ITIL) and associated best practices. Directs the efforts related to the development and delivery of procedures and training materials to ensure policy and procedure compliance; and evaluates and approves user training activities.
