Who we are

The Office of the State Court Administrator (OSCA), part of the Oregon Judicial Department (OJD), is hiring a Technology & Solutions Specialist (Information Technology Specialist) to join our Enterprise Technology Services Division (ETSD) team. ETSD provides business solutions, system support, technology vendor management, and information security for OJD. Position Highlights

In this role, you will be a technical resource for the business processes team and act as a technical bridge between our court and business process experts and our technical experts on the infrastructure and applications (development) teams. You will research, analyze, recommend, procure, implement, configure, coordinate, and troubleshoot various IT solutions and systems, facilitate complex process and technical discussions between internal ETSD teams, as well as larger OSCA and third-party conversations, resolve complex enterprise-wide technical issues, and establish and maintain a positive working relationship with all internal and external stakeholders to optimize working relationships and communication.

Providing project support, you will investigate, analyze, and recommend the viability and feasibility of new projects, solutions, and integrations for OJD's current systems. You will provide procurement advice and recommendations for ETSD projects teams, OSCA, and large statewide projects. You will also identify and produce requirements and will identify training needed to implement and support new solutions.

You will research available Artificial Intelligence (AI) solutions and toolsets in the government space and will assist in procuring AI tools and platforms as needed. You will facilitate the implementation of AI tools and development within OJD through coordination with the infrastructure and applications (development) teams. You will also provide guidance about AI trends, solutions, and problems, and you will research, identify, and document requirements to assist in procuring systems.

You will help plan system design concepts to create solutions for OJD needs, as well as provide guidance and participate in future planning for backend IT specialties including, but not limited to, Windows servers, cloud environments, web-based application management, and client-server systems. You will also provide guidance and participate in Microsoft Azure planning, solution-building, and administration functions.

You will create and maintain documentation for protocols, procedures, and configurations of newly acquired or developed OJD systems and technology.

You will provide customer service by working directly with internal and external customers to resolve issues related to OJD systems, as well as assisting customers with day-to-day issues related to Azure, AI, and other OJD systems and technology. You will also collaborate with other ETSD teams in resolving problems and transferring newly implemented technology.

Assigned tasks may be changed to accommodate workload and organizational needs.

Minimum Qualifications

The qualified candidate must possess a bachelor's degree in computer science, information technology, management, public administration, or a related field.

AND

Have four (4) years of technical experience in the duties and infrastructure support required for this position.

OR

Any combination of education and experience equivalent to eight (8) years of experience that support the knowledge, skills, and abilities for this position.

Special Qualifications

You must have a current driver's license and an acceptable driving record or be able to provide an acceptable alternate means of transportation.

Requested Skills and Attributes

  • Experience designing and architecting complex IT systems.

  • Experience with Microsoft Azure and use/management of the tools available in that space.

  • Strong foundational understanding of Artificial Intelligence (AI) and the current state of AI in IT.

  • Experience with backend IT specialties including, but not limited to, Windows servers, cloud environments, web-based application management, and client-server systems.

  • Familiarity with IT development concepts.

  • Solid documentation and writing skills.

  • Skill presenting information clearly and logically, orally and in writing.

  • Experience communicating technical issues to a variety of users and user levels.

  • Experience providing support in person, by phone, through email, and over chat.

  • Ability to work independently or under minimal supervision.

Working Conditions

  • This is a full-time position, and the work schedule is currently 8:00 a.m. to 5:00 p.m. Monday through Friday, with occasional work outside these times. This position is FLSA-exempt and ineligible for overtime compensation for hours worked in excess of 40 per workweek.

  • This position is assigned to work in the OJD offices in Salem. Hybrid work may be available for this position. All hybrid work assignments begin, end, or change only with administrative authority approval. This position requires onsite availability as needed for server and storage equipment configuration, installation, maintenance, replacement, tape retrieval, and network outages.

  • Travel to court locations throughout the state, including occasional overnight stays, is required.

  • This position plans, organizes, and prioritizes daily work demands in a limited timeframe.

  • Frequent phone and in-person contact with people from diverse backgrounds.

  • Frequent in-person, email, video, and phone contact with people who may be confused or frustrated.

  • Lifting/moving server and storage equipment that weighs up to 100 pounds may be required.

  • Regular use of: telephone with optional headset, OJD-assigned computer with multiple monitors, mobile devices, hand truck, ladders, etc.
